Please provide details on the boundary of your assessment, and where this differs from your city’s boundary, please provide an explanation.9Please explain1The city center is prone to flooding since it is situated on the low-lying deltaic and flood plain environment in which elevation is typically below five (5) meters above mean sea level; and in terms of drainage basins, there are drainage system deemed crucial considering that they are major contributors within the south central sections of the city - these are the catchments situated at barangays of Tumaga, Culianan and Baliwasan. Once flooded, may caused overflow due to silted and clogged waterways can submerged streets, walkways and residences degrade sanitation and hygiene. It is a health risk especially for displaced people in evacuation centers, informal settlers and coastal communities getting ill due to stress and water-borne diseases. Along this line a supplemental plan is being prepared , a Local Sustainable Sanitation Plan (LSSP) is in the planning stage of development with the assistance of USAID SURGE Project. The supplemental plan shall detail and highlight the risk assessment of sanitation issues and identifying its impact. Also, proposing amendments to the City Septage Ordinance in consideration of the presence of sewer system and users of septic tanks to cover all forms of wastewater management systems, as well as explore the possibility of providing incentives to commercial establishments and other institutions which provide its own wastewater treatment facility. As complementary to the LSSP, is the approved updated Solid Waste Management Plan 2020 -2030 that would comprehensively address the risk involved in solid forms of waste-polluting water with bearing on sanitation and hygiene. The impact of the 2014 to 2016 El Nino phenomenon had dried 25 irrigation dams, of which 9 had dried up, 6 , and 10 were below in normal water level. In both cases for flooding and drought, have bearing on food production and agriculture sector in general, such as crop and fishery damages with no chance of recovery of land planted with rice, corn and assorted vegetables, banana, rubber, cassava and coconut in several city's agricultural districts. The Office of the City Agriculturist reported that at least 600 hectares of rice and corn fields had been declared unusable by the farmers; may reached up to 2,000 hectares including the far-flung villages. The agriculturist's office requested an immediate allocation for emergency response, including cloud seeding, to augment the water supply and mitigate the effects of the drought. This prompted the City Disaster Risk Reduction and Management Council passed a resolution declaring a state of calamity following the implementation of a water rationing scheme. As addendum to the LDRRMP , contingency plans for drought and floods were developed and adopted by the City Disaster Risk Reduction Management Council. On the other hand, drought may impact to the supply of potable water from water service provider and utilities being dependent on surface waters emanating from the watersheds. It was reported at that time, that its water intake had reached the critical level and noted that is was noted that the rate of depletion water supply in rivers were faster. There are six (6) watersheds with extensive river systems in the city supporting the supply of water from the Pasonanca Watershed the main source of potable for lowland communities and irrigation waters for agricultural fields; hence, the episodes of hydro-meteorological hazards may have exposed the forestlands and its watersheds from hazards and risks from typhoons and drought and the onset of climate change, e.g. undefined shifting or rainfall patterns and rising temperatures affecting the forest cover and its substrates, including the bio-physical components of the ecosystems - the supply of water and biodiversity component, including forestry practices. Thus, further detailing the profile of the forest environment, risk and hazards exposure, a supplemental plans were developed - Forest Land Use Plan to determine the optimum and balanced used of natural resources; the Sustainable Management and Development Plans (2020-2028) of two (2) critical and priority watersheds, Ayala and Manicahan Watersheds. The watershed plans lean heavily on the city’s Forest Land Use Plan (FLUP) and classify lands as Protection and Conservation Areas (PCA) or Production Areas. In consonance with the “ridge to reef” concept, the plan also include interventions for alienable and disposable (A&D) lands. The ten-year planning period is from 2020 to 2028. Final versions of the plans have been reviewed by Zamboanga Watershed Management Council and endorsed for approval by the City Development Council. The conservation, regulation and protection of the biodiversity component is taken cared by the Zamboanga City Framework Plan and its implementation strategies were covered by the Zamboanga City Biodiversity Strategies and Action Plan 2020-2028 developed by the multi-sectoral stakeholders facilitated by the DENR.

The same things were observed on the island barangays where population centers are along and beyond the coastlines. Zamboanga City has about 150-line kilometers of coastline excluding the islands that are highly susceptible to tidal flooding and tsunami. In October 2017, flash floods and strong winds occurred brought about by ITCZ and typhoon “Paolo” affects an estimated 3,666 families comprising 18,330 individuals covering 17 barangays . There were also nine (9) dead due to this bad weather: five (5) fatalities reported in Barangays Labuan, Sibulao, Maasin, and Pamucutan after they were swept away by floodwaters. Similar event followed in December 2017, heavy rain, strong winds and storm surge have caused flooding spawned by tropical storm named Vinta had displaced a total of 744 families. Of the total number affected 339 families are from barangay Vitali, 120 from barangay Mangusu, 130 from barangay Tictapul, 100 from barangay Licomo and 55 from barangay Curuan. The City Agriculture Office reported the total damage of agricultural crops amounting to P45.7 million affecting 1,150 farmers and City Engineer’s Office stated the total infrastructure damage amounting to P15-20 million. The city was then placed under the state of calamity. Furthermore, historical occurrence of extreme flooding in the city started in 2007. Since, then, heavy rains and storm surges caused by tropical cyclones had triggered coastal floods and flash floods. There are four (4) main river systems that greatly contribute to flooding within the city, these are: a) Tumaga River – has crucial role in flooding of areas along the riverbanks and floodplains of barangays Tumaga, Sta. Maria, Tetuan, Tugbungan and Mampang; b) Putik River – influences flooding at the A&W Subdivision, low lying areas within Sitio Caputatan, areas downside of Marcos Drive, in Putik, Sitio Tibak in Divisoria and all other areas along the floodplain delta transected (cut across) by said river; d) Culianan River – the area severely affected by flooding is barangay Pasobolong; and e) Baliwasan River – areas most affected are San Jose Gusu, San Roque and Baliwasan areas.

In 2016, PAGASA reported that such episode had persist by mid-2016 but still with enhance dry season and rainfall assessment shows that in most part of the country shall continue to receive way below the normal rainfall. The City Agriculturist (2016) reported that the dry spell continued to damage tracts of agricultural crops, such as rice, corn, banana, rubber, cassava, coconut fields and several types of vegetables, including fisheries and livestock. Most of the agricultural crops have very low chance of recovery in the extreme hot weather. Nine (9) of 25 irrigation dams in the city have dried up, while 6 are in critical condition; and another 10 dams are below the normal water level. Also, the Zamboanga City Water District (ZCWD) reported (2015) continuous receding of water supply which resorted to imposition of water rationing. Hence, the ZCDRRMC had recommended the declaration of a state of calamity and was affirmed thru SP Resolution No. 06 declaring a State of Calamity. Based ZCWD monitoring on the water level showed below normal levels in many local irrigation facilities; while in some communal irrigation system had dried up indicating as in highly critical conditions. A total 461.1 hectares of rice lands were either totally or partially damaged with a total value losses amounting to Php 8,595,436.50; while 223.6 hectares planted to corn and cassava were similarly affected with a total losses amounting to Php 3,345,682.25. The damages and losses were reported for rice, corn and cassava on the six (6) agricultural district areas of Tumaga, Ayala, Culianan, Manicahan, Curuan and Vitali districts covering their respective component barangays. As to the affected areas devoted on vegetables and other value crops, such as banana, camote, papaya, eggplant, peanut and mungbean, a total 12,389.7 hectares of lands were either totally or partially damaged with a total value losses amounting to Php 2,074,110.00 covering the same agricultural districts Most notably the affected rivers with low water level or drying were Tumaga and Saaz rivers; while the agricultural farms intensely hit by drought were situated at barangays Balinsungay, Boalan, Putik, San Roque, Mampang, Lapakan, Manga Bolong, Talabaan, Cabaluay and Mangusu.
