With the adoption and approval of the Zamboanga City Comprehensive Food Security Plan 2019-2028 by the City Development Council (CDC) and the food security. This Comprehensive Food Security Plan of Zamboanga City will serve as the road map on the production and provision of food. As a support to our farmers, the Office of the City Agriculturist worked on the provision of Farm Inputs for free to farmers for crop production, such as Waxy Corn, vegetable seeds, soil conditioner, inorganic fertilizers and other chemicals needed by the farmers in ensuring that food will be produced and made available. Supporting the City Agriculture is the Office of the City Veterinarian which is at the forefront in the delivery of basic veterinary services such as the protection of veterinary public health, safeguarding the animal health and welfare, and the promotion and development of the local livestock and poultry industry. With their programs on disease prevention and control including monitoring and surveillance, Zamboanga City remains free from the African Swine Fever. During the lockdown, the Office of the City Veterinarian as continuously produced and distributed seedlings of “Trichantera gigantean” to help in forage and pasture development. There were 2,700 seedlings distributed to 540 livestock and poultry raisers. A commitment to improve of the quality and quantity of livestock and poultry population and the production efficiency of the raisers and promote livestock and poultry raising as additional means of livelihood to our farmer. | |||

The lobbied for the establishment of testing laboratories to speed up the testing and confirmation of cases to facilitate a more efficient process of containment and contact tracing which helped manage our covid19 statistics. Also, constructed its own Sub-National Laboratory Capacity Building for Serology and Molecular Testing. The Mayor of Davao City facilitated the turnover from a private donor one RT PCR Machine for the City Health Office and another for the Zamboanga City Medical Center (ZCMC). Other forms of support covered 460 persons with disability from 12 barangays who received cash assistance of 1,000 each following the enactment of City Ordinance 505 intended for their basic needs and medicines. A multi-group / institution's collaboration were formed for access to healthcare services - ZCMC as the identified COVID referral center, the Private Hospital Association of the Philippines (PHA-P), Zamboanga City Medical Society and other medical associations that helped in the operation of the isolation facilities especially on the early days of the response, the Archdiocese of Zamboanga for the use of EUNTES as one of our isolation facilities, The Asia Foundation, USAID SURGE, ReachHealth, ZABIDA, Silsilah, Zamboanga Ecozone and Freeport Authority, the US Joint Special Operations Task Force for all the donations, Zuellig Family Foundation, National Resilience Council, ARISE Philippines & SM Foundation, and Ateneo de Zamboanga University. In 2020, amidst the pandemic, the City Health Office continuously implements other equally important programs on healthcare of communities, such as vaccine preventable diseases like polio and measles. Fixed post vaccination posts were established and house to house strategy was done to ensure wide coverage for the vaccination. Despite the challenges and risks faced by health workers, through their hard work and dedication, 98% coverage was accomplished or a total of 79,979 children vaccinated with measles and rubella vaccine and 201,664 children given the oral polio vaccine. | |||

New educational policies and innovations were stimulated and implemented particularly in the delivery of learning instruction. Thus, massive change of focus was made possible in a short time to adopt to the new normal.The Basic Education Learning Continuity Plan or BE LCP was implemented to ensure that learning continues even during the pandemic. Based on the result of the learners/parents’ preference survey and availability of resources, DepEd Zamboanga City has adopted the Blended-Modular Distance Learning Modality using Self Learning Module (CapSLET). Supplemental instruction for learners with gadgets at home were also made available through Online, TV and Radio-based instruction; although the enrollment turnout has reached to 92 percent (235,416 learners) which is higher than the national target of 80%. Schools immediately adopted remote enrollment by utilizing all available communication platforms. However, majority of the private schools were significantly affected; infact, four schools signified for temporary closure due extremely low enrollment.It had stirred innovative approaches to support continuity of learning. Aside from the DepEd Learning Resource Portal where all digitized learning materials are uploaded, an Official Youtube Channel of DepEd Zamboanga City was also created. This is where all online learning instruction are readily made available. Strong partnership engagement was maximize inputs of resources. As a result, a total of P135M was generated from stakeholders in support to the learning continuity plan. The Local School Board reprogrammed unutilized/unimplemented Special Education Funds to support the BE LCP. A total amount of P70 Million was allocated for the establishment of production hubs and procurement of machines, bond papers, ink and other production materials.A partnership agreement was entered between DepEd and four (4) radio stations, two (2) cable channels and two (2) TV stations in the delivery of supplemental TV and Radio-based instructions. Despite the distance learning setup, the feeding program for learners still continues to provide nutrition to learners amidst pandemic. The city government shall facilitate the construction of 33,532 new housing units to address the backlog and population growth. Of this number, approximately 43.9% or 14,721 housing units are for the poor and low-income households. For families below income bracket (homeless, scavengers and other marginalized families), a rent-free housing facility consisting of a room, toilet, kitchen facilities and common septic tank. The overall financial requirements for new housing is P19.9 Billion. To finance the socialized housing program intended for the 1st, 2nd, and 3rd income groups, the city has to mobilize around Php 10.5 Billion for the nine years period.The Housing and Land Management Division conducted several activities relative to the development of the proposed Talisayan Greenfield Resettlement Project located at Barangay Talisayan. The acquisition of Four (4) lots at Barangay Talisayan with a total land area of 226,412 sq.m will be converted into a resettlement site in addition to the existing relocation areas. It will generate a total of 2,180) lots at minimum lot size of 72 sq.m. to accommodate the targeted housing beneficiaries. This resettlement project will greatly address the present housing backlog per Local Shelter Plan.With the increasing population comes the demand for food. With the adoption and approval of the Zamboanga City Comprehensive Food Security Plan 2019-2028 by the City Development Council (CDC) and the Sangguniang Panlungsod, we will be able to operationalize the 10-year plan on food security amounting to P10.4 Billion. A 60-40% sharing of wages with DOLE, where the City Government disbursed over P8.0 Million for the 60% wage counterpart of the students. The students were deployed in their respective barangays to assist Barangay Health Emergency Response Team (BHERTs) and for other activities of the barangays.b) Job Fairs Five (5) job fairs were conducted by PESO in coordination with DOLE, TESDA, and other employment agencies. A total of 1,235 applicants were qualified, subject to medical and trade test, among others, for final interview. Among the qualified, 553 were hired on the spot.c) Special Recruitment Activities (SRA) Seven (7) No Objection Certificates were issued to license overseas recruitment agencies, granting authority to conduct special recruitment and selection for job placement abroad. A total of 250 applicants were qualified for the various positions, subject to medical examination and trade test. The agencies hired skilled workers to work in hospitals, hotels, construction firms, and cleaners in various institutions.d) Employment Search Assistance/Local Recruitment Activities (LRA) The PESO continuously programmed employment facilitation activities through Job Vacancy Solicitation and referral system. Ten companies to include BPO’s and Construction Firms (INFRA projects) contributed to the placement of big number of applicants hired during local recruitment activities. Meanwhile, 1,000 beneficiaries availed the TUPAD program where each individual received P3,160.00 for the ten days work during the ECQ period funded by DOLE. The amount of 3,160,000.00 was the total project cost disbursed. e) Livelihood Support A total of 1,015 indigent families availed the livelihood financial assistance funded by the DSWD. Over P10.0 Million was disbursed where each family received P10,000.00 to P15,000.00 depending on the type of livelihood project they will engaged. | |||

This makes Zamboanga City the third largest city in the Philippines in terms of land area. The land area of the city is classified into timberland or forestland with 43.65% share, 43.08% alienable and disposable land, 12.04% national park and 1.23% unclassified public forest.The City’s physical characteristics have the following advantages: (i) it has an even distribution of rainfall; (ii) it is outside the typhoon belt; and (iii) it is outside of any major fault lines and has no active volcano.The City has one proclaimed watershed, the Pasonanca Watershed. Its 12,107 hectares of old growth forest is one of the three remaining intact watersheds in the country. The City also has six identified watershed forest reserves (Ayala, Culianan, Manicahan, Bolong, Curuan and Vitali), two of which, namely: Ayala and Manicahan watersheds, are under co-management agreement between the City Government of Zamboanga and Department of Environment and Natural Resources, and the barangay local governments.There are several river systems emanating from the watershed forest reserves as their head source consisting of a group of rivers discharging water by way of a common flow or system of channels into a sea or bay. Generally, most of the barangay centers are situated within flat-lying coastal zone, alluvial plain, and marshland. There are also narrow strips of flat lands along the east coast. There are four recurring climate-related hazards in the City, namely: flooding, rain induced landslide or erosion, drought and storm surge. Moreover, hazards caused by geological events that has affected the City in the past are earthquakes and tsunamis. The city is the commercial, industrial, educational, convention, sports and financial center of Region IX. It is the gateway to the Brunei, Indonesia, Malaysia, Philippines-East ASEAN Growth Area (BIMP-EAGA). The City also harbors the only international airport and international seaport in the region.It is the only City with a Special Economic Zone and Free Port in Region IX. The City is accessible by air and sea from the key centers of Manila, Cebu, and Davao. It is the transshipment point for domestically and internationally traded products. | |||

The CEPBS aims to provide community stakeholders with the platform to discuss issues affecting them while also learning from government personnel the particulars of public services and the bureaucracy. The objective is to empower the community with an understanding of how the city government operates and provide opportunities for stakeholders to collaborate and participate in the various government undertakings.The COVID-19 pandemic has prevented in-person gatherings resulting to the suspension of CEPBS sessions scheduled for the first, second and third quarters of the year. In the fourth quarter, the department pursued remote CEPBS sessions using the Zoom Online Conferencing. In December, two online sessions were conducted in partnership with the United States Government Alumni Association –Zamboanga City Chapter, and the Philippine Institute of Environmental Planners (PIEP)–ZamPen BaSulTa. The Dia del Alcalde is a venue where the local government showcases its thrusts on Security, Health and Education (SHE) as well as a forum or dialogue with the barangay residents regarding projects and issues affecting their communities. The Dia del Alcade Program started in 2013 which is one of the innovative practices and initiatives focused on constituent-oriented government services by bringing direct services to the Barangays. The 25 chosen cities will be expected to draw in investments that would create more jobs and other economic opportunities in areas outside Metro Manila.Zamboanga City unveiled its digital and information communications technology (ICT) roadmap as part of its thrust for digital transformation in the communities. The city joined other LGUs launched their Digital Cities 2025 roadmaps spearheaded by the Department of Information and Communications Technology (DICT), in partnership with the IT and Business Process Association of the Philippines (IBPAP) and Leechiu Property Consultants (LPC). The roadmap will serve as a blueprint for business process management industry as the local government puts premium on data and information technology. This initiative is geared to sustain the rapid growth of the Information Technology and Business Process Management (IT-BPM) sector and promote countryside development. In 2020, the percentage of household with access to safe water was 92%. This was 7% higher than the previous year with 85%. For the past five years (2016 to 2020), access to safe water in the city is above the national target of 88%. The percentage of households with sanitary toilet facilities was 83%. This was 6% higher than the previous year with 77%. For this indicator, the city was below the national target of 90% for the past five years. For 2020, there are sites inspected and acted upon: by the Inter-Agency Joint Ocular Inspection at Valle Vista Z3R’s Housing Project at Brgy. Kasanyangan, on houses/structures constructed encroaching within the road setback/easement reserved for the construction of water, sewer and power lines. Also, ocular Inspection at Talon-Talon Loop, Talon-Talon in an area occupied by Informal Settlers which is a waterway that emptied the waters during heavy rains. Incidence of informal settlements is still notably high with 24,202 households living in informal settlements. Food Sufficiency is still not attained since most of the food products of the City are sourced from its neighboring provinces. Eleven (11) barangays still do not have access to basic water sources and this situation worsens when El Nino or drought is experienced in the City. | |||
