Likewise, the LGUs shall have an integrative role in ensuring that other agencies implement their respective mandated and complementary roles. At the LGU level hierarchy, the responsibilities include: (a) the barangays shall be directly involved with the City Government in prioritizing climate change-related issues and identifying implementing solutions; and (b) the City Government shall consider climate change action agenda as one of its regular functions; as such it takes into consideration human and ecological well-being, including good governance.At the same time brings the level of operations in enhancing effective partnership among the government institutions, non-government organizations and affected local and indigenous communities. At the City Executive Department level, the established City Disaster Risk Reduction and Management Office (CDRRMO) put up the necessary staff/unit performing coordinating, monitoring, control and surveillance functions. The staff for Operations and Warning Division of CDRRMO shall perform such functions as inter-governmental relations with LGU in accordance with its general powers of management within its territorial jurisdiction, the LGU has the power and responsibility to conduct intergovernmental relations with those agencies having policy, regulatory and development functions relative to climate change adaptation and mitigation. The inter-governmental relations with POs/NGOs/CSOs entails grouping together, consolidate, coordinate efforts, services and resources for commonly beneficial purposes in achieving the objectives. | |||

The challenge of attaining food security shall be addressed through the intensive development of the Agro-Fisheries Industry. This strategy shall have a two-pronged objective, to increase agriculture production in order to supply the food demand of the City and to raise the income of farmers and fisherfolk, who are among the poorest. One strategy is through the provision of livelihood assistance to backyard animal raisers especially women and youth. This is also to reduce inequality by generating employment among poor households and by moving highly vulnerable households (women & youth) into sustainable livelihoods and towards economic stability. In addition, agriculture production shall be raised through agricultural modernization such as the provision of pre and post-harvest facilities, irrigation, farm-to-market roads, and capacity enhancing and skills development programs for farmers and fisherfolk that will enable them to increase their yield through more innovative and updated farming practices and technologies. These goals are supported by the following legislative actions: - Ordinance No. 524 entitled, “An Ordinance Requiring the Proper Harvesting, Storage and Utilization of Rainwater in the City of Zamboanga, Appropriating Funds Therefor, Providing Penalties for Violations Thereof and for Other related Purposes” - Ordinance No. 529 entitled, "The Environment Code of the City of Zamboanga" provides for inland water management in ensuring clean water supply, protection of underground water, water quality standards, monitoring and maintenance.- Resolution approving the Forest Land Use Plan (FLUP) of Zamboanga City 2019-2027 strategized the protection, conservation and development of forest lands; including its watersheds and river systems for sustainable supply of potable , domestic use and agricultural irrigation waters. | |||
