The GHG Management Plan is a vital component of the Local Climate Change Action Plan (LCCAP) which is a key document to guide the GHG Reduction strategies and implementation of programs of the City LGU in the current and coming years.The inventory was on City Government Operations consumption involving 22 LGU City Offices undertaken by OCENR staff with TWG-LCCAP team on October 14, 2016 for base year 2015; and on May 12, 2017 for year 2016 computation – expressed as total carbon dioxide emission [tCO2e]. It accounted the direct emissions from the use of fossil fuels consumption (e.g. gasoline and diesel) in liters; and use of electricity consumption in KWHr. Departmental or office-level targets for the reduction of GHG emission from the use of fossil fuel and electricity consumption covering the 3-year period - 2017 to 2019 shows the following targets: -On the use of fossil fuel: 11 offices targeted 5% reduction, 8 offices targeted 10% and 1 office targeted 30% at the end of 2019; while -On electricity: 13 offices targeted 5% reduction and 8 offices targeted 10% at the end of 2019.In order to achieve the aforementioned targets, at the operations-related GHG emissions reductions on fossil fuels were undertaken: paperless communication instead use emails; regular proper maintenance of vehicles and equipment; scheduling of vehicles itinerary; strict observance of “For Official Use Only” vehicles; improve driving practices and awareness; and regular monitoring of fuel consumption. As to operations-related GHG emissions reductions on use of electricity, these strategies were undertaken: strict implementation of Administrative Order on cost reduction; consider the use of solar energy for government structures; limiting the charging of personal gadgets; minimize the use of electrical light during lunch break; regular maintenance of office equipment; and the use of energy-efficient appliances and equipment.

As a result of this inter-departmental offices infraction is the city’s energy conservation program, include the ongoing installation, replacement and rehabilitation of streetlights project with non-hazardous and eco-friendly LED bulb wherein as of October 21, 2020, a total of 1,121 streetlights replaced, it is estimated that 30% to 40% reduction power usage. The waste-to-value as alternative technologies for residual wastes, had consider the Integrated Solid Waste Management Project joint venture with Manila Water Total Solution (MWTS) on the waste-to-value aims to mitigate the GHG emission generated by the disposal facility consistent with the updated 10-Year Solid Waste Manage. The same tasks shall be duplicated at the community level in coordination with the Zamboanga City Airshed Also, had coordinated with the Zamboanga City Airshed Governing Board wherein the City Government is the action implementer of the city-wide GHG emission inventory and formulation of the management framework strategies still in progress.

Typical road users such as pedestrians, cyclists, motorists, vehicle passengers, etc. are protected in terms of life and property through regulation, management and technology development of all forms of transportation. 2) Improve public transport quality and efficiency - Public transportation can convey many more people in much less space than individual automobiles, which helps to keep traffic congestion lower, which in turn reduces air pollution from idling vehicles, and helps riders avoid the stress that comes from daily driving in highly congested areas.3) Reduce air pollution from transport and enhance road aesthetic, design and functionality - Transport activities, particularly in urban areas, remain a major source of emissions of air pollutants and noise. Road transport is a major contributor to emissions of greenhouse gases, which contribute to climate change. Hence, improved public transport and efficiency impact on the health of the population and the resultant improve in the quality of life. 4) Reduce traffic congestion - Traffic flow slows down when the number of vehicles travel on the road increases or the roadway capacity decreases due to various reasons. Investing in active transportation and public transport can also help to reduce congestion, reduce delays from collisions, reduce the unreliability of travel time, reduce fuel and transport costs and improve residents' ability to access facilities and services.5) Enhance transport equity - Equity recognizes that each person has different circumstances and allocates the exact resources and opportunities needed to reach an equal outcome; thus, improving pedestrian infrastructure or increasing public transportation service in low-income and minority communities shall improve connectivity.
