With the projection of the City as a Metropolitan Area by 2045, food security becomes a primary concern with a plateauing production and increasing demand. This puts the Agriculture Sector at the spotlight as growth on the sector has been consistently behind the Industry and Services sector. To arrest this deteriorating condition of the Agriculture and Fishery, which despite being a laggard in terms of regional accounts remains to constitute bulk of the regional employment, programs on agri-fishery development will be pursued. The local government also acknowledges accessibility and connectivity as agents of development. In view of this, improvement of the transportation system, road network and traffic management will be pushed to facilitate economic activity and investments. The relocation of the Airport and establishment of alternative ports will also be prioritized to accommodate the increasing demand for trade and tourism. Relocation of key government establishments will also be explored to disperse vehicle traffic in the central business district and promote growth in other development planned units.

In view of this, lowemission development is aspired as an alternative strategy towards economic development. Towards this thrust, the local government ventures on alternative energy with low carbon footprint, greening and conservation efforts on protected areas, and sustainable waste management. This strategy will be harmonized to reach a holistic approach in combatting pollution, climate change and depletion of resources without diminishing the growth potential of City. Legislative measures relating to the environment will be revisited to commensurate to the current trends and priorities of the national government.

The PDP enumerates the following goals on health and nutrition: guarantee care at all life stages, ensure access through functional service delivery, sustain health financing and adoption of cross cutting strategies for health. The national medium-term development framework also mentions provision of safe, secure and affordable housing, pursue institutional reforms to guide investments on water supply and address infrastructure deficit as catalysts to accelerate infrastructure development. These are all reflected in the region’s RDP where improved access to health services, improved access to safe water and sanitary facilities and strengthened involvement of local government units in urban development efforts are desired. Resettlement efforts for displaced households of the Zamboanga siege was identified as a priority program in the RDP together with the mandate to adopt a shelter plan to set the settlement direction of the city. Locally, security and social justice remains at the forefront of the administration’s development agenda. Investments in Security and Health shall be continued pursuant with the national thrust of raising the standard of living of ordinary citizens. Improving the quality of life of every Zamboangueńo through provision of efficient social protection services, housing, relevant health care support and quality social welfare interventions.

The next three years will focus on raising more locally-generated funds by tapping into new revenue streams and venturing on public-private partnerships to realize much needed development projects. This will entail exhaustive revisit of the Revenue Ordinance and institution of measures to make government transactions more efficient. Innovations in digital technology and electronic payments will be explored to make government transactions more business and customer friendly. These will all be done with careful consideration of gender development and its role in the overall development of the government institution.

The components of the ZC plan are: road use and traffic circulation, traffic management facilities, intersection control, traffic enforcement, parking and loading/unloading regulations, low occupancy vehicle restraints, pedestrianization and promotion of non-motorized transport, traffic education and information campaign. The Preparation of Comprehensive Transport and Traffic Management Plan and other complementary plans was awarded to the University of the Philippines- National Center for Transportation Studies Foundation, Inc. It also included Traffic Impact Assessment system, smart shuttle/feeder service plan and map, proposed traffic code, tricycle route plan and ordinance, and estimated budget cost for transportation infrastructure facilities as part of its deliverables.The sustainability of this project and the success of future transport and traffic management endeavors were also some of the concerns of CLUP. These depend on the availability of trained and skilled personnel who are able to develop valuable decision-support systems. Therefore, the transport study included the Institutional enhancement through capability-building of 6) LGU-nominated personnel. The training and/or capability-building activities for the LGU-nominees are “hands-on” and “learning-by-doing” exercises.The ZC CLUP specifically indicated that the transport study should consider an in-depth public transport demand analysis in the form of passenger Origin-Destination (OD) patterns which can be established by doing an OD survey. This OD survey was successfully conducted by the team considering a sample size of 1.5% of the city population from all of the 98 barangays (around 13,000 respondents).Public Transport Services Improvement as provided in the CLUP highlights the need and immediate public transport study to be conducted. Therefore, the Local Public Transport Route Plan was drafted ahead of the transport study. It was submitted to LTFRB which issued a notice of compliance. The approved LPTRP was counterchecked with the findings of the Origin-Destination Survey. In our case, the findings of OD Survey were found to be consistent with the Approved LPTRP. Therefore, the same were recommended (a total of 20 rational routes which were approved by the LTFRB).

In the light of the COVID-19 pandemic, formulated a program called Agri 4P’s or Plant, Plant, Plant Program, also known as “Ahon Lahat, Pagkaing Sapat Kontra COVID-19” or (ALPAS Kontra COVID-19) Program with the objective of improving the country’s food adequacy. One of the projects under Agri-4P’s is the Rice Resiliency Project, which aims to increase local rice production to combat global trade uncertainties and put the country to a more food-secure position. It has sub-projects: Expanded Inbred Rice Production (Beyond RCEF Areas); and 3. Expanded Hybrid Rice Production in Suitable Areas. Under the DA’s Regular Hybrid Rice Production, 454 bags of seeds were distributed to the farmers; 400 bags of seeds for Expanded Hybrid Rice Production, and 3,470 bags for the Expanded Inbred Rice Production.In support to corn production, a total of 120 bags of 18 kgs per bag OPV White Corn (NSIC Cn 08-222) were distributed to six Agricultural Districts. The Local Government Unit also procured and distributed a total of 4,285 at 1kg per pack Waxy Corn seeds (OPV White Lagkitan Variety) serving 238 corn farmers.For the pest and disease surveillance and control program, the crop protection and control team monitored a total of 97.26 hectares of corn affected areas due toFall Army Worm (FAW) infestation. To further control the infestation, the office distributed 150 bottles deltamethrine and 150 bottles cypermethrin pesticides to 107 affected farmers. Along with the distribution of pesticides the office also distributed 210 bags of Bt corn seeds, 340 sacks complete fertilizer (14-14-14), 340 sacks Muriate of Potash (0-0-60) and 340 sacks urea (46-0-0). Various capability building activities were conducted to enhance the skills and knowledge on technology advancement of corn farmers. One (1) Farmers Field School training on Corn in Sitio Cansilayan, Barangay Bunquiao was conducted this year while the other three FFS corn training are still onongoing in Barangay Sinubong, Buenavista, and Manicahan.

The scoping mission was conducted through a series of interviews with key staff and personnel of the offices of the city environment and natural resources, disaster risk reduction management, planning and development, budget, agriculture, and the Committee on Energy and Public Utilities of the Sangguniang Panlungsod.Representatives from the private sector were also engaged such as the Zamboanga Chamber of Commerce and Industry Foundation Inc., Industrial Group of Zamboanga Inc., Employees Confederation of the Philippines, Philippine Institute of Certified Public Accountants, and the Ateneo De Zamboanga University. Among the possible technical assistance identified are the 1) evaluation of the unsolicited proposal on establishment of a desalinization plant; 2) water management planning; and 3) wastewater management planning for the Ayala and Tumaga rivers. In 2019, Zamboanga City experienced water shortage which has affected not only the water supply for households and establishments but also irrigation for rice fields.The insufficiency of water supply is addressed of having alternative water sources. A study by USAID SURGE had identified six (6) major river systems as potential alternative surface water sources, namely: Vitali River, Curuan River, Bolong River, Manicahan River, Culianan River and Ayala River. These rivers were identified based on their large catchment basins and high discharge. Several ground water were also identified. The notable potential surface waster sources are from the east coast of the city. These sources are found in the high slope areas of Vitali, Curuan, Bolong, and Manicahan watersheds. For the west coast, the Ayala may be explored but it is not too small for large scale demand. Small rivers, such as the Saaz River and Maasin River. The Maasin River originates in the mountains near Camp Susana, approximately 14 km northwest of downtown area. Saaz River in San Ramon area and drains into Basilan Strait. Springs found in high slope areas of Barangay Limpapa and Labuan may also be noted.

The micro, small and medium enterprises (MSMEs) have started taking measures to resume businesses and recover from the decline of economic activity brought about by the COVID-19 pandemic. To support the recovery of MSMEs, USAID’s SURGE Project conducted a virtual consultation with 40 MSMEs to identify the needs and expectations of MSMEs in developing the city’s COVID-19 Rehabilitation and Recovery Plan. The Chamber of Commerce and Industry Foundation, Inc. (ZCCCIFI), the Zamboanga Stall Markets Association, and City Development Council participated in the virtual consultation. Through the consultation, the ff: strategies were identified: roll out recovery and economic stimulus packages as financial assistance to MSMEs, continuation of labor-intensive focus on infrastructure projects, and rental and utility bills subsidies for MSMEs. The MSMEs also proposed exploring discussion with banks, financial institutions, and lending firms to roll out low-interest loan packages to MSMEs, and loan payment restructuring of existing loans. This will allow MSMEs to recover losses and stabilize their financial liquidity. The formulated strategies from the consultation will form part of Zamboanga City’s Business and Area Service Response and Recovery Plan. By determining the specific needs of MSMEs, local governments can successfully implement measures to help MSMES resume their businesses in the new normal environment.Partnerships and involvement both in the national and the international community shall also be considered in order to reach its development potentials. Trade not only in terms of goods but also services, are among the many mutually beneficial activities engaged by countries and/or communities. This facilitates the utilization of one’s comparative advantage that the City may specialize in producing goods or developing services for effective and efficient manner with the lowest opportunity cost. The narrow range of goods will enable the production of these goods in large volumes. Also, it may break down domestic monopolies since the industry will be faced with foreign competition forcing out the domestic players to improve and innovate. A by-product of this competition is the application of new technologies that will yield better quality goods and services.

Opportunities6.0Please indicate the opportunities your city has identified as a result of addressing climate change and describe how the city is positioning itself to take advantage of these opportunities.2Describe how the city is maximizing this opportunity9Operation of Sanitary Landfill As the end user and operator of the City’s Sanitary Landfill Facility, the Office has been successfully operating the facility for 5 years and 9 months with standards compliant to the operating criteria set forth under Section 42 (Operating Criteria for Sanitary Landfill Facility) of RA No. 9003 or the Philippine Ecological Solid Waste Management Act of 2000 and Its Implementing Rules and Regulations.Despite the challenges during this pandemic time, the OCENR ensured that to the day-to-day operation of the disposal facility is also in compliance with the Department of Interior and Local Government (DILG) Advisory dated April 18, 2020 re: Continuous Implementation of Environmental Laws and Protocols on the Collection of Wastes. Hence, a Memorandum No. 0184-A dated April 20, 2020 was issued by this Office to this effect. Herewith are the action taken in compliance to the aforementioned DILG Advisory.It has been the policy of this Office that appropriate safety protocol by all personnel under the collection and disposal of solid wastes must be properly provided and observed with Personal Protective Equipment (PPEs) during the operation. Also, as part of the routinary activities in the day-to-day operation of the facility, all government and privately owned garbage vehicles that enter for final disposal of wastes as well as those departing the City’s Sanitary Landfill Facility (SLF) in Barangay Salaan are properly sprayed with disinfection agents/solution to ensure proper sanitations of the garbage trucks before and after use.It has completed the amendment of ECC No. ECC-OL-R09-2019 for the Sanitary Landfill Facility (SLF) Project located at Barangay Salaan, for the reduction of the area of SLF to give way to the Construction and Operation of the Medical Waste Treatment Facility (MWTF) of the City Health Office (CHO) located in a 4,966.00 sq. m. of lot 106, a portion of the 10.6 hectares land area of the SLF. This application is in compliance to the requirements of Presidential Decree No.1586 otherwise known as the Philippine Environmental Impact Statement (EIS) System and Its Implementing Rules and Regulations (IRR).

This strategy shall have a two-pronged objective, to increase agriculture production in order to supply the food demand of the City and to raise the income of farmers and fisherfolk, who are among the poorest. One strategy is through the provision of livelihood assistance to backyard animal raisers especially women and youth. This is also to reduce inequality bygenerating employment among poor households and by moving highly vulnerable households (women & youth) into sustainable livelihoods and towards economic stability.In addition, agriculture production shall be raised through agricultural modernization such as the provision of pre and post-harvest facilities, irrigation, farm-to-market roads, and capacity enhancing and skills development programs for farmers and fisherfolk that will enable them to increase their yield through more innovative and updated farming practices and technologies. Moreover, the establishment of animal stock farm will be pursued in order to have a gene pool of breeding animals and source forage and pasture for planting materials. The Zamboanga City Comprehensive Food Security Plan 2019-2028 (ZCCFSP) is a joint plan of the Office of the City Agriculturist (OCA) and the Office of the City Veterinarian (OCVET). It came about after the city experienced high price of milled rice in August 2018. With that, a food summit in consultation with the stakeholders was held on October 2018 to address the situation aimed at generating a Food Security Plan for the city. The plan covered three (3) sectors; crops, fisheries and livestock. In 2019, a joint technical review of the draft ZCCFSP was conducted by OCA & OCVET Core Planning Team. The goals of the plan were; ensure food security and increase income by improving the productivity; improve productivity and profitability through sustainable aquaculture and good fishing practices and strict implementation enforcement; enhance the capacity various sectors on best farming/fishing practices and adapt sensitive farming/fishing technologies; rationalize the planning and programming in agri-fisheries services. The total 10-year operational plan of the ZCCFSP is Php10,446,132,080.00.

Cruz Islands Protected and Seascape and Pasonanca Natural Park; Zamboanga City Biodiversity Management Framework; Forest Land Use Plan (FLUP) of Zamboanga City; Ayala and Manicahan Watershed Development and Management Plans; and Zamboanga City Central Mangrove Forest Framework at the east coast areas.

Opportunities6.2aPlease provide some key examples of how your city collaborates with business and/or industries in the table below.3Description of collaboration3More than 30 communication officers from the local governments and water districts of CDI cities of Batangas, Cagayan de Oro, General Santos, Iloilo, Puerto Princesa, Tagbilaran, Zamboanga and the province of Bohol gained more knowledge to strengthen emergency or crisis content creation and management through a virtual workshop organized by USAID/SURGE Project on April 7, 2020. In the event of a crisis of emergency such as the COVID-19 pandemic, local governments face the challenge of effective and timely dissemination of clear and relevant information to various stakeholders. The participants were taught how to use design thinking, audience segmentation, and content planning using various communication channels to effectively engage target audiences. They were also acquainted with the concept of the 3H (Health, Hope, and Help) to serve as a guide for thematic content. Health includes content and messaging for handwashing, social distancing, food supply, health care, etc.; Hope includes LGU efforts, relief operations, and donation drives; and Help includes helplines and boosting other efforts. The creation of adaptive weekly content plans and communication strategies, how to spot fake news, and public inquiry management were also discussed. The virtual workshop is the first of a series of coaching sessions that USAID/SURGE facilitated to enhance the capacity of the CDI cities in crisis communication. Resources and information shared with the CDI cities are aligned with the guidelines issued by the Department of Health, World Health Organization, Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases, and the Center for Disease Control and Prevention of the United States.

These developmental plans and frameworks include the following: - The Managements and Development Plans of Great and Little Sta. Cruz Islands Protected and Seascape and Pasonanca Natural Park; Zamboanga City Biodiversity Management Framework; Forest Land Use Plan (FLUP) of Zamboanga City; Ayala and Manicahan Watershed Development and Management Plans; and Zamboanga City Central Mangrove Forest Framework at the east coast areas.

Opportunities6.2aPlease provide some key examples of how your city collaborates with business and/or industries in the table below.3Description of collaboration5As the COVID-19 pandemic burdens health care systems, local and national governments take on the challenge of promoting proper practices on water, sanitation, and hygiene (WASH) during disease outbreaks and health emergencies. With this, USAID/SURGE Project conducted a virtual workshop/consultation sessions on April 22-24, 2020 to help partner cities roll out an information and education campaign (IEC) to promote proper handwashing, disinfection of households and establishments, and disposal of Personal Protective Equipment (PPE) such as face masks. Nineteen (19) communication officers learned the principles and guidelines as recommended by the World Health Organization (WHO) to mitigate the spread of COVID-19, as presented by resource speaker Engr. Bonifacio Magtibay, Technical Officer of the Environmental and Occupational Health of WHO–Philippines. They also gained additional knowledge on how to develop a creative brief, a blueprint that outlines the overall social marketing strategy for the campaign. USAID/SURGE also introduced the concept note for a Handwashing Video Challenge that will be launched on multiple, shareable channels with a unique hashtag to create buzz and engagement and lead people to practice proper handwashing as a protective habit. The CDI partner cities committed to support the video challenge tentatively set to be launched online on April 30, 2020. Proper handwashing is considered the first line of defense against the spread of the COVID-19.

It shall raise the competitiveness of the City especially as it aims to play a key role in the ASEAN Integration and the BIMP-EAGA region. Technological advancements shall align with the major development objectives of the City, enabling the prioritization and advancement of key areas of concern. Innovation doesn’t necessarily mean the use of high-technology, research and development intensive practices that associate it with highly developed countries. However, innovation may simply mean the attempt to try improved products, processes or ways of doing things. As an example, among the diverse economicactivities available to an economy to be employed, it is highly recommended for Zamboanga City to develop its agro-fisheries due to the rich and diverse resources that are available to the City. This will generate employment through the increase in forward-backward linkages of production; make the City more competitive thus enabling it to expand its market, increase productivity and generate more savings for investments due to the cost savings of improved processes. In order to facilitate a business-friendly climate and inclusive development, local finance and local administration practices shall also be reviewed and revisited to improve practices that will facilitate ease of transactions, investment grade finances and transparent and accountable government officials. Among strategies used, is the revision of four local ordinances that shall provide a conducive environment for social and economic development.
