Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress1Carry out heat mapping that provides a basis for others administrations and municipal companies to analyze the situation at their businesses / properties. The analyzes can lead to measures such as more trees in streets or on neighborhood land, green roofs / facades and / or how the building is placed on the property. The purpose has been to map local variations of temperature in the city of Linköping in order to be able to identify areas that run greater risk of reaching extreme temperatures in connection with heat waves. In the long run, this provides an opportunity to better plan for temperature-related health risks and an overall pleasant living environment in both existing and new residential areas.

Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress2As the precipitation during a downpour normally distributes unevenly over the city it is difficult to predict where floods will occur. Generally it is low-lying and confined areas, from which the water can not be diverted away simply because the pipe is mounted with a slope, which is affected. With an increased densification of the city, the proportion of hardened surface is also likely to increase, which in turn leads to increased surface runoff. This means that larger amounts of water will have to be handled on the surface, which risks greater floods. To map how a downpour affects Linköping, Linköping Municipality and Tekniska verken AB in 2016 commissioned a general rainfall mapping of Linköping city and its surroundings. The mapping is based on simulation of soil runoff in a model that is loaded with a 100-year rain including climate factor. At in such a scenario, the wiring is assumed to be full, and the model only simulates what happens above ground: that is, the terrain's ability to infiltrate, delay, and divert water. The model is a theoretical, simplified picture of reality but gives an indication of where and with what depth floods are likely to occur.

Examine the presence and develop appropriate measures.- Map existing investigations for terminated household and industrial landfills in flood risk areasIn 2009 the municipality adopted an action plan for polluted areas:In the municipality of Linköping, 670 potentially polluted areas have been identified. Many of the contaminated land areas are located where industrial activities have previously been conducted. Industrialization in Linköping began around the 20th century and was initially dominated by the metal, wood, textile and food industries. The metal industry has gradually increased and has been the dominant industrial industry since the 1940s. Until the 1940s, the industry was mainly located in the inner city. Thereafter, the industrial areas at Industrigatan as well as Kallerstad and Tornby were planned. There are 24 closed landfills within the municipality. The municipality is the principal for 17 of these.

Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress4Every year, Tekniska verken carries out a planned operational inspection with low-flying helicopters of their power lines in the countryside in Linköping and Katrineholm. Even after a storm, it may be necessary to carry out such inspections. Every four years, they also clear the areas in direct connection to the power lines and both activities are carried out to ensure electricity delivery and operational reliability. In severe wind, there is a risk of trees or branches ending up on the power lines, which can cause power outages. Therefore Tekniska verken carry out inspections by helicopter to detect this. Many wires are now insulated and therefore the power supply works even if there is a tree on the wire. Though, it is still important that any trees hanging against the wires are removed to avoid the insulation being torn apart with a power outage as a result.Overall, helicopter inspection is an effective way to check the power lines and a good measure to increase operational reliability and reduce the risk of interruptions in the future.Clearing is also a way to secure electricity supplies. It involves pruning and felling of trees and other vegetation. This reduces the risk of trees and branches falling on the power lines during storms, with power outages as a result.
