Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress1One example of many in the municipal organisation: “Coordinated goods transport”: the transport of goods to the operational parts of the municipality (schools, residential homes etc), is collected at a transport center. Thereafter, more goods to each operational part can be collected before the transport is done. In this way, the number of transports (and hence the emissions from it) to each operational part has been substantially reduced. The Project is now operating successfully. In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.

The aim is to reduce the emissions by enable and motivate more environmentally friendly means of transport, and/or to reduce the need of transport. The political decision to use basically only renewable fuel for the cars and light-weight lorrys in the municipal organisation, is an important factor. In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.

It is a simple and environmentally friendly way for us who live and work in the city to move between different places. It increases mobility and public health. With the electric bicycle pool, Linköping takes the lead among Sweden's bicycle cities. It contributes to a more sustainable societal development and the municipality's goal of being carbon dioxide neutral by 2025.- 200 electric bicycles are distributed at 17 charging stations. The stations are in central Linköping, in commuter car parks and at larger workplaces.- The bicycles can be rented at one station and returned at any other station.- The bikes will be in operation all year round, and will be fitted with studded winter tires during the winter season.- It is easy to register, book and pay via the LinBike app, where you can also see at which stations there are vacant bikes.- Redistribution of bicycles will take place if necessary, several times a day, to ensure the availability of bicycles.- The user rents the bicycle per hour and pays for the time the bicycle is used.In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.

A transition to other fuels provides great climate and environmental benefits, which means a lot when it comes to achieving the goal that Linköping will be carbon neutral by 2025. Stopping burning coal and fossil oil means that CO2 emissions will be reduced by 35,000 tonnes per year. That is as much as 30,000 Linköping residents' annual car use, says Gösta Gustavsson, chairman of the board of Tekniska verken in Linköping.- It is with pleasure that we inaugurate our converted coal boiler and a large, important step in the work to become even more resource efficient and sustainable when electricity, district heating and district cooling are produced from renewable or recycled fuels, says Charlotta Sund, President and CEO of Tekniska verken in Linköping. The decommissioning of coal and fossil oil in the CHP plant is done step by step in line with what necessary permit processes allow, and is expected to be ready for the heating season in 2021.In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.

Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress5We've started an active collaboration between the sustainability department and the procurement department, for instance regarding transports, consumables and furniture. One concrete example is the recently decided (2020) procurement policy for reduced climate impact of contracted projects; Several different municipal actors - companies and administrations - partly employ the same contractors in the operations, construction and civil engineering area. Today, different requirements are set for fossil-free fuels in the procurements. In order for the requirements to be equivalent for contractors who carry out assignments in the municipal group, these guidelines have been developed. The purpose of common climate requirements is:• Linköping municipality, with companies, has a common goal that Linköping will be CO2-neutral by 2025. To jointly set requirements for fossil-free fuels in contract procurement is one way of contributing to the goal.• to make it easier for market players. The municipality's administrations and companies shall, as far as possible, apply equivalent climate requirements in procurement of contracts. Equivalent requirements give market players predictability over time, which facilitates a transition to fossil-free fuels.• opportunity to coordinate and collaborate within the municipal group on common goals and follow-up.• to influence contractors in the area to switch to fossil-free fuels in order to be able to submit tenders in municipal procurement• constitute an example that other municipalities can be inspired by.In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.

Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress6The main reason why fewer lunch portions are thrown away is that several of the school kitchens are now equipped with cooling cupboards. This means that ready-made food that has not been served can be saved for another day.- In 2019, we installed cooling cupboards in ten of our reception kitchens. There has been a great demand because several kitchens have not had the opportunity to save leftover food. So that there would be a positive result after 2019's measurement was not entirely surprising, says Åsa Kullberg, business area manager for Diet & Restaurant in Linköping municipality.Hjulsbroskolan is one of the schools that has succeeded best. In one year, food waste has decreased from 23 percent to 9 percent.- And it is mainly thanks to the fact that they can now take care of leftover food. It is great fun to see how big the change has become, says Åsa Kullberg.Since 2016, the food waste survey has been carried out in weeks 37 and 38 in all school kitchens. During the survey between 2018-2019, 72,000 kilos of food were prepared. Of these, 10,338 kilos ended up in the garbage, which corresponds to 14.33 percent of all cooked food. Since 2016, food waste has decreased by 2 percent.- During these years, we have made various efforts to reduce food waste. We have carried out the survey for several years, but we have worked actively for a small food waste since 2011, says Åsa Kullberg. To offer students a greater choice, the municipality decided in 2014 that all school kitchens would serve three meals a day. However, this meant that food waste increased again. What are the plans for food waste to continue to decrease?- In addition to all kitchens making their own campaigns / efforts to dispose of less food, we hope that more reception kitchens will be equipped with cooling cupboards. Then it is about keeping the issue relevant in different ways and getting the students more aware and engaged. In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.

To meet demand for housing and premises, a continued high rate of construction is needed. At the same time the climate impact of construction will be drastically reduced. The way we build needs to change to achieve climate goals. To meet the challenge is one of Linköping's ambitions for wood construction to increase. In the municipality of Linköping, we are politically in agreement on the stated ambition that wood construction should increase. Several good examples of wooden construction projects are already in place in Linköping. It is now time to take another step and introduce a venue wooden building policy. The municipal group has an important role as landowner, planning authority, through the municipal real estate companies and as purchasers of public premises. In order to success it also requires knowledgeable and courageous builders who want to build in wood.Through the policy, we invite construction actors to work together with the municipality for increased wood construction. In the ongoing work to bring forward an action-plan, regarding actions in the municipal organisation (including its companies) to contribute to the carbondioxide-neutrality by 2025, many actions and projects are highlighted and can be submitted next year.
