All data for other GHGs are also available in this document, but comes from national authority RUS, so i do not know anything about any conversion rates. All information in the CIRIS doc comes fromthe other Excel doc (regarding energy and emissions), but since they have very different structures it is not easy to understand for an outsider which data is put where. the documents are more or less in line with each other when it comes to total emissions. Differences are due to rounding errors.

CO2 from transports is based upon all fuels delivered to users in the municipality, and/or fuelled within the borders, no matter where the fuel is actually used. this means, vehicles that are fuelled here, but are driven in other municipalities are still calculated as part of our emissions. The same goes for all jetfuel fuelled at the local Airport. The emissions are geography-based, not calculated from a consumption perspective.

When it comes to other GHG than CO2, we totally rely on national monitoring and breakdown on local level.It is very much in line with the GPC, but is based on our own Excel template.However, I have also transferred the data into the CIRIS template.
