The city has 211’210 inhabitants and covers an area of about 92.85 Km2 (2.266people/Km²). The population has been stable in the last years, the city itself has basically reached its maximum development while the neighbouring municipalities kept growing populationwise. These latter were recently grouped in a wider territorial unit (FUA level) identified as “Metropolitan Community of Padova” in the city P.A.T.I (Piano di Assetto Territoriale Intercomunale or Fua level Spatial Plan, 2012) including 435.000 people. Padova is located in a crossing area of significant trade/logistic connections: enclosed in two Trans-European transport networks (Lisbon-Kiev and Berlin-Palermo) and by Bacchiglione and Brenta rivers, both flowing into the Adriatic Sea. Padova is among the most industrialised cities of the country: tertiary sector is the most developed one, employing 63,4% of total work force (the trade sector alone represents 30% of all local companies), followed by industry sector (34,9%) and the agricultural sector (1,8%), that has been constantly increasing the number of employees in the past few years. Padova itself contributes with 20% of the total added value produced in Veneto and 1.80% of total produced in Italy (CONFINDUSTRIA, 2015). Padova is also a technical knowledge centre. Founded in 1222, the University of Padova, is the second oldest in Italy and ranked first for research quality (14 research areas) for the third year (ANVUR, 2017). The Galileo Scientific and Technological Park is co-funded by Chambers of Commerce of Padova, Treviso, Vicenza and Belluno, the University of Padova, the Municipality and the Province of Padova, the “Cassa di Risparmio di Padova and Rovigo” Bank Foundation and “Veneto Innovazione”, hence a relevant meeting point between supply and demand for technological innovation. In this area, active citizens created more than 1000 Associations and other not for profit organisation (social cooperatives) in all sectors, from welfare to sports.The Fair District (Fiera di Padova) holds annually almost 40 different Fairs bringing in town around 500,000 people, 7000 of which from abroad, every year. Moreover, 75 Congresses, last year, brought 7000 people from all over the country (Annuario Statistico, 2016).

Although they do not contribute significantly to the reduction of emissionsclimate change, adaptation actions aim to reduce climate impacts, increasing the resilience of the territory. The targets are mainly two: on one side to manage the extreme climatic events, including heat waves, and on the other hand to realize some punctual and widespread investments, to progressively reduce the exposure of the population and the local economy to the detriment generated by extreme events. The Adaptation Plan will touch many areas of intervention: (1) water management, (2) sustainable land use, (3) enhancement of urban agriculture, (4) strengthening of green and forested areas, (4) protection of the environment and thebiodiversity, (5) health protection, especially in the most vulnerable sections of the population, (6) resilience of the building stock, (7) management of emergencies through the civil protection Plan.

In fact, while in 2010, before the activation of this collection system, the percentage of separate waste collection certified by Arpav was equal to 41%, in 2018 was 51.3 % (last official figure made available by Arpav). The latest available data allow to estimate a percentage of separate waste collection equal to the 56,5%.

This consideration can also be extended to climate risks. The administration, through the approval of the Sustainable Energy and Climate Action Plan, drawn up during the pandemic phase, has decided to give greater emphasis to the issue of civil protection, focusing significantly on the constant updating of the Plan and on the expansion of its capabilities to cope with emergency events. The H2020 RiskPACC project, which will start in September 2021 and which will see Padova as a partner city, will have the objective of strengthening the alert and response systems of the territory, involving local communities and the main players in the sector in a broad way. Another area particularly afflicted by the Covid-19 epidemic is that of public transport. To ensure long-term sustainability of the Paduan mobility system, it is necessary to strengthen the service and make it attractive again. This objective has also been included in the SECAP of the Municipality of Padova.

The Municipality of Padova took the opportunity to include some strategic investments, to be carried out in the next five years, to transform the local mobility system. In particular, the development of new tram lines has been planned, capable of significantly shifting road traffic to rail and switching from individual to shared mobility.
