10836494Comune di PadovaItalyEurope12.4How does your city increase access to sustainable foods?2Please provide details and/or links to more information about the actions your city is taking to increase access to sustainable foods6Do you have programs/policies/regulations on food surplus - either food surplus recovery and redistribution, or food waste avoidance programs (i.e. Love Food/Hate Waste)? The Municipality intends to elaborate and implement in the coming years a Food Plan to pursue the following purposes:• reduce food waste along all stages of the supply chain,• develop forms of short supply chain and business diversification with a view to connecting rural and urban areas,• promote sustainable management of natural resources and ecosystems,• set up a governance model shared by the community.Several actions have been already undertaken by the Municipality.1. Education and training activities. Since 2008, the municipal school services sector has been promoting the project "food beyond the canteen" aimed at the recovery of food not distributed in school canteens that would otherwise be discarded and disposed of as waste. To date there are 4 schools involved where meals are collected free of charge for people in need. The project is managed by a social cooperative.2. Communication, awareness-raising and sharing activities. The Municipality is aiming at participating in the National Days against Food Waste through the organization of initiatives on the municipal territory, enhancing the most relevant and innovative experiences adopted locally. Moreover, the Municipality is intends to launch a communication/awareness campaign on the topic of food waste aimed at final consumers, also through the support of large-scale distribution. The Municipality is also signing of voluntary agreements for prevention of food waste in particular in the goods distribution and catering sectors.3. Promotion of innovative tools for waste reduction. The Municipality is endorsing the consumption of unsold food or nearing expiration, either through promotional sales or through donations fromcompanies in the agri-food chain (for example, sustaining the Too Good To Go app). Moreover, the Municipality introduced some rewarding criteria, within the calls for tenders related to catering and food services, promoting those who implement food waste prevention measures, with particular regard to the redistribution of food surpluses.4. Among the main food waste reduction projects active in the municipality of Padova there is Re.T.E. Solid.A. (Relations Territory Economy Solidarity, Environment), operational since 2008. It is a solidarity project, promoted by the ACLI of Padova and Rovigo and supported in part by the Fondazione Cassa di Risparmio di Padova e Rovigo, which aims to recover surpluses food from large-scale distribution, producer organizations and canteensschool, with the aim of helping those in greater difficulty, reducing food waste.

Climate Hazards and Vulnerability2.0aPlease select the primary process or methodology used to undertake the risk and vulnerability assessment of your city.2Description1Risk assessment methodologyThe Municipality of Padova developed a proprietary methodology for risk assessment. The methodology has been defined within the EU LIFE project "Veneto Adapt" and has been shared with other cities in the central Veneto region (Treviso, Vicenza, Metropolitan City of Venezia). The methodology has been realized in order to support every partner in locally recognizing the risks caused by climate change, and the measures able to contain those risks. According to the project, in order to develop capacity for SECAP planning, the Municipality was helped in reading its existing plans and recognizing useful measures. Simultaneously, a vulnerability assessment has been developed to locate the areas most in danger. In order to assess vulnerability to identify which urban areas are most vulnerable to urban flooding and heat islands, the initial work was focused on implementing cognitive urban maps. The objective was to increase knowledge of the territory by exploiting the data that can be obtained using new technologies and satellite imagery with remote sensing analysis. The research has produced some new different levels of vectorial data. The new levels have been integrated in the existing database held by the municipal authority. Two vulnerability maps have been finally published: one for the heat island effect combined with heat waves; the other on hydraulic risks.

The region is represented by a plane area in Veneto region, bordering with the Venice lagoon in the East side, with the Euganei and Berici hills in the South-West and with the "Prealpi" mountains in the North side. The Cities of Padova, Vicenza, Venezia and Treviso are included in this area.

The concept of vulnerability considered in the SECAP is therefore the following: the predisposition to be negative affected by a climatic event; vulnerability encompasses a variety of concepts and elements including sensitivity or susceptibility to damage and lack of ability to cope and adapt" (IPCC, 2014).
