In particular, the international classification was originally implemented at national level by Appendix A of the Technical Annex to the Decree of the Ministry of the Environment of 20 May 1991, concerning the criteria for the elaboration of regional plans for the rehabilitation and protection of the quality of 'air. This classification was subsequently confirmed in Annex 2 (Criteria for drawing up emission inventories) to decree 1 October 2002, no. 261 of the Ministry of the Environment and the Protection of the Territory (Regulation containing the technical directives for the preliminary assessment of the quality of the ambient air, the criteria for the preparation of the plan and programs referred to in articles 8 and 9 of the legislative decree 4 August 1999, no. 351). The Legislative Decree 13 August 2010, n. 155 "Implementation of Directive 2008/50 / EC relating to ambient air quality and cleaner air in Europe" in Appendix V "Criteria for the preparation of emission inventories" makes explicit reference to "EMEP / EEA Air Pollutant Emission Inventory Guidebook ". The latter refers both to the NFR classification aimed at reporting on national emissions and to SNAP as recently updated through the new SNAP 2007.The classification in use in the inventory of the Abruzzo Region has been revised i in order to suite the updating of emission factors and new estimation methodologies. The new classification suites both the SNAP 2007 international classification and also the classification adopted by the Higher Institute for Environmental Protection and Research (ISPRA) for the national emissions inventory.
