Governance2.1Describe how your region integrates climate-related actions (goals, targets and/or strategies) into its master planning.4Please explain1The whole 2021-2027 planning of the Abruzzo Region identifies the following themes: quality work, territory and natural resources for future generations, homogeneity and quality of services for citizens, culture as vehicle of economic and social connection. The focus of the regional planning, therefore, is a sustainable and intelligent growth of the whole territory. The bottom-up approach is also at the basis of all regional planning, strategies and interventions for the Climate Change and sustainable development governance, which promotes the coordination of all regional planning and actions.In 2018 Abruzzo Region signed a protocol agreement with the Ministry of the Environment (MATTM) to develop a regional Strategy of Sustainable Development in the framework of the National Strategy of Sustainable Development, with the aim to implement the goals of the 2030 Agenda (SDGs) for land resilience and economic, social, environmental development. Activities are still ongoing. In the framework of this commitment, Abruzzo is part of the Interregional Coordination Forum with other neighboring Italian regions to develop common activities related to resilience and sustainable reconstruction with respect to residential, infrastructure, socio-economic systems of the inner-city territories with high seismicity and also within the CReIAMOPA project (modernization of the Public Administration in a sustainable framework).The strategy is implemented with the support of the Committee of Coordination of all Abruzzo Universities, to ensure the scientific support and cooperation for the implementation of the strategy, and the 44 Regional Education Centres (as part of INFEA - Information, Training and Environmental Education Italian network) spread throughout the regional territory, to better connect with all stakeholders and citizens and to disseminate and transfer new models, initiatives and actions. The strategy of sustainable development of Abruzzo Region is interregional and interdisciplinary since it refers to the governance of the whole territory, environment and energy. In fact, it coordinates with the regional strategy of adaptation to climate change which is being developed through several tools, policies and instruments. Abruzzo Region has established a permanent task force, made up by representatives of all regional departments, with the aim to harmonize and coordinate all plans and programs in line with the sustainable development goal ( even the municipalities general urban development plans) . The sustainable strategy is developed also throughout a participatory approach that involves directly citizens and stakeholders to define the interventions to be implemented (meetings, conferences and consultations with experts and policy-makers from the regional and local governments).This approach has been successfully applied also to the definition and implementation of the Adaptation to climate change strategy and the Regional Plan of Adaptation to Climate Change (PACC), that the Region is currently working on. Regional climate profile and Guidelines for the realization of the regional plan of adaptation to climate change have been already completed.Between them, it is worth to highlight the work that the Region is carrying out with all municipalities of the territory (305) to update the SEAP (Sustainable Energy Action Plan) developed within the Covenant of Mayors into SECAP (Sustainable Energy and Climate Action Plan) according to a district logic (climate homogenous area). In particular, within the JOINt_SECAP project (INTERREG ITALY-CROATIA), Abruzzo Region has identified two pilot areas and is coordinating a third area for the realization of Joint PAESCs. These areas are:1. Inland/hilly - represented by 4 municipalities: Penne, Elice, Castiglione Messer Raimondo and Castilenti;2. Coastal - represented by the municipalitiesof Silvi, Pineto, Roseto, Mosciano Sant'Angelo adn Giulianova.The municipality of Pescara, which is also partner of the project, is working at the joint PAESC; under the coordination of the Region and with other 5 municipalities of the Region. The analysis of risks and vulnerabilities has been performed for all municipalities; scnario zero and optimal scenario have been developed; SEA guidelines for the plans have been developed; joint adaptation actions have been identified and the three joint plans realized. Moreover, within the project, a platform for identifying the joint actions has been developed and it is at the disposal of all municipalities- The Region intends to transfer the developed mehtodology, guidelines and experience to all its municipalities.

It is worth to highlight that within 2014-2020 ERDF ROP, the axis of energy has been devoted to the energy efficiency of publich building/schools and SME. In particular, within action 4.1.1 (energy efficiency of public buildings), 90 projects have been realized and this has been judged as a best practice at EU level. For this reason, further resources have been assigned to this action with the opporunity to dfund other energy efficiency measures in schools. The energy efficiency of public buildings still remain one of the priorities for the programming period 2021-2027 .

Please explain how.4Please explain3The territory of the region, according to the National Institute of Statistics altimetric classification, is 62.8% mountain, 14.8% internal hill and 22.3% coastal hill. Almost all of the territory belongs to rural areas, while only 0.9% is urban and peri-urban areas. The percentage of agroforestry area in rural areas is 76.3% and the forest area is 438.590 ha, that is 40.6% of the regional surface. The extension of the regional protected areas, 58 sites under the Habitats EU Directive, is 36.3% of the regional territory, first place at national level, thus highlighting the importance of the Region in safeguarding biodiversity.Half of inhabitants of the Region (54.4%) reside in intermediate rural areas, about a quarter in areas with development problems (26.8%), 12.9% in urban and peri-urban area. This situation requires territorial planning and involves natural, demographic and cultural resources , thus representing a priority component of an effective local development strategy. The Rural Development Program (PSR) represents one of the tools to support the growth of agriculture, forestry, rural areas and is concentrated, as all regional planning, on sustainable and inclusive smart growth. The Plan is implemented in coordination with the National Rural Network, through which Italy joins the European Rural Network (REE). The rural development program proposes interventions aimed at encouraging different local actors and at strengthening the bottom-up approach of local communities, in order to create a development based on the resources of the territory, in response to the specific needs of local areas and aimed at stimulating the aggregation of different skills and professionals. In the 2014-20 period, specific policies have been addressed to the less developed rural areas, by integrated planning tools and services to the population, also in connection with the national strategy for internal areas. To achieve the inner areas strategies goal, measures have been promoted to create and develop short supply chains ( even for sustainable use of biomass in food and industrial production) and local markets and to support promotional activities. The regional Sustainable Development Strategy, morevoer, being implemented with other Italian regions, identifies parks and protected areas as key players in the implementation of sustainable development policies.

It is worth to highlight that Abruzzo Region has exceeded the forecasts of energy consumption from renewable sources established by the Ministerial Decree 15/3/2012 (Burden Sharing) as data provided by GSE with reference to 2019 show show that Abruzzo produces 26.6% from renewable sources compared to an assigned value of 19.1% This is a great success.
