454Cities 202158569City of PodgoricaMontenegroEurope1. Governance and Data ManagementGovernance1.6Please provide information on the overall impact of COVID-19 on climate action in your city.1ResponseIncreased emphasis on climate actionJust like in many cities, on the beginning of the pandemic, work process has been reduced in many sectors. The Podgorica, has undertaken temporary measures to prevent the transmission of coronavirus. A measure has been introduced suspension of public transport for passengers and suspension of taxi transportation, as well. This has resulted in people have turning to an alternative mode of mobility / cycling. The city responded positively to this phenomenon and started the planned activity of improving the cycling infrastructure by establishing new cycling corridors. This trend continues.Measures related to the suspension of public passenger transport lasted for two months and has been carried out in compliance with other practical measures. However, the implementation and effects of the measures are not at the desired level. The pandemic has unfortunately confirmed all the shortcomings of the public transport system in Podgorica. Which was anyhow known before the pandemic.Namely, our buses are old, with poor condition, they use fuel that significantly pollutes the air and other segments of the environment; Public transport coverage of the territory is inadequate, and the citizens are generally dissatisfied with the service.Wanting to start reforms and needed changes, we introduced an electronic ticket into the public transport system, since public transport is currently used mostly by vulnerable population - older people, women and children. In addition to that for citizens has been prepared as an online travel planner. Furthermore, these days we are preparing a public call which will, hopefully, initiate changes and needed improvement of public transport in Podgorica. Also, the pandemic triggered reflections on the need increase open landscaped green areas, which resulted in the establishment of new and arrangement of existing ones, as well as the improvement of pedestrian infrastructure. To conclude - Experience with a pandemic has shown us how important is to consider not only the direct impacts of measures. It is equally important to try to foresee the indirect impacts of certain measures on the quality of life of citizens.

For instance, the local library has provided information about local hiking and jogging routes through their webpage. (https://helsbib.dk/nyheder/faglitteratur/motion-i-en-coronatid).A few activities were cancelled. More often the activities were postponed or adjusted to the circumstances (for instance online meetings instead of regular meetings):The climate action “changing to organic foods at nursing-homes” is postponed from 2021 (possibly to 2022), in order to ease pressure on municipal service operations.Due to the limits on indoor and outdoor gatherings, local events and workshops promoting climate and sustainability were cancelled, postponed or carried out as online meetings instead. Hence, communication and networking opportunities were reduced, especially communication targeting citizens and local businesses/organisations.For instance, “Prepare your Business for a Green Future” (carried out online instead) and “Workshop on Climate Info-Screens and Climate Education in Elementary Schools” (postponed). Furthermore, the local fair “Helsingør Messen”, where the municipality usually have a climate-stall, was cancelled. An increased amount of energy analyses of private homes were scheduled in 2020, but have been postponed until 2021 due to COVID-restrictions. Climate action planning activities were possible to carry out, since many employees were able to work remotely (home office) while the workplaces were closed.Energy renovations of buildings, improvement of bicycle infrastructure etc. were possible to carry out, since people working in construction were not comprised by restrictions.

As a tourism-based economy, the community and economy were hit hard as Vail Mountain closed in the height of ski season, special events were cancelled, and restaurants and other businesses shut their doors. In light of the incredibly challenging and uncertain times faced, Vail quickly responded and began recovery efforts to adapt, support local community members, and reboot Vail’s business economy, bringing vitality, tourism, and economic drivers back to the valley with public health and safety at the forefront of all decisions and initiatives implemented. Finanical support was provided to community and businesses with relief grant programs. With a quick response, Town of Vail proved to be a resilient and strong commuity, able to adapt to the COVID-19 crisis. During 2020, Colorado also saw its three largest wildfires in history, one being in close promiximty to Vail. The combination of COVID-19 and wildfires helped the Vail community and leaders see the critical need to be well adapted for any emergency- whether it be public health, climate-related or any other disaster, and have resiliency mechanisms in place to recover and overcome the challenge at hand.
