Governance and Data ManagementGovernance1.6Please provide information on the overall impact of COVID-19 on climate action in your city.1ResponseIncreased emphasis on climate actionThe air pollution in the city was reduced following the imposed community lockdowns and quarantine measures, which prohibits the people from going out and roaming around the city, particularly the unauthorized persons outside residence (UPOR). Moreover, the use of private and public transportation had decreased which caused lower greenhouse gas (GHGs) emissions, and which also contributed to the reduction of noise levels all over the city. The lack of tourists and/or visitors especially during the peak months of January to May, contributed to waste reduction. However, due to the increased demand use of PPEs by hospitals, health facilities and some establishments, the generation of hospital wastes has also increased. Furthermore, the demand for clean water supply was also higher because of the increased frequency of handwashing and bathing since most city dwellers remain at home, and had also affected utility expenditures and revenue, customer bills, and water quality.

509Cities 202160018City of ZamboangaPhilippinesSoutheast Asia and Oceania1. Governance and Data ManagementGovernance1.6Please provide information on the overall impact of COVID-19 on climate action in your city.1ResponseIncreased emphasis on climate actionAmidst the impact of Covid-19 on climate action, the city remains steadfast to sustain its responses e.g. adaptation and mitigation activities on the impact of climate change, while at the same time addressing the social and economic dimensions of the pandemics. The upland and mangrove forestlands as natural carbon sinks, the city have successfully completed the 30-hectares Watershed Rehabilitation/Reforestation Project within the Pasonanca Watershed wherein a total of 33,702 seedlings of indigenous tree species were planted. Likewise, its commitments to support the National Greening Program (NGP), it rehabilitated/reforested 8-hectares mangrove areas situated at MASEPLA, Barangay Mampang, this City. These ongoing rehabilitation, reforestation and enhancement efforts on the City’s Mangrove Areas is in consonance with the recently adopted Forest Land Use Plan 2019-2027 and the Framework Plan for Central Mangrove Forest covering seven (7) coastal barangays. With the increasing population and impact of Covid-19 had implemented the community lockdown at certain period of times and quarantine protocols to avert the spread of virus, the city experienced the high demand for food. Hence, it has adopted and approved the Zamboanga City Comprehensive Food Security Plan 2019-2028 to operationalize the 10-year plan on food security amounting to P10.4 Billion. This Comprehensive Food Security Plan serves as the road map on the production and provision of food. As a support to our farmers, the city worked on the provision of Farm Inputs for free to farmers for crop production amounting to Php10.9 Million which covered Waxy Corn, vegetable seeds, soil conditioner, inorganic fertilizers and other chemicals needed by the farmers. This effort of the City Government of Zamboanga is to ensure that food will be produced and made available. The delivery of basic veterinary services includes such the protection of veterinary public health, safeguarding the animal health and welfare, and the promotion and development of the local livestock and poultry industry. Preventive measures were in placed to curb virus spread which has indirect impacts to the fishing industry who are self-employed and rely on fish catch to feed their own households or local communities. Negative consequences have included economic effects from market disruptions or logistical problems related to transportation and border restrictions, changing consumer demands, increased health risks for fishermen and fishing communities and limited access to basic input supplies (e.g. gear, bait, ice) due to suppliers being closed for business or unable to provide inputs on a credit basis.

Also, the fact that we could make a rather quick transition to a new reality in this matter, suggests that it should be possible to make quick shifts to reduce climate impact.
