The planning and implementation timelines of existing projects and programs, including the adoption of the 2020 Climate Action Plan for Community Recovery, were extended to accommodate City-wide disaster and economic response priorities. Additionally, certain climate action initiatives had funding paused, reduced, or rescinded. However, the City of San Luis Obispo has largely resumed its pre-pandemic pace and emphasis on climate action. Staff have continued to work with City Council and leadership to continue making progress on the Office of Sustainability’s work plan. While certain initiatives may be pushed back to the next budget cycle, Council has repeatedly expressed its intention to continue pursuing aggressive climate action to achieve an ambitious community carbon neutrality goal.

Should 60% of these 423 businesses close permanently, this would translate to 254 business closures and over 2,460 jobs lost. Representatives from the Albay Chamber of Commerce and Industry and the Legazpi Tourism Stakeholders Council expressed concern on the difficulties faced by micro, small and medium enterprises which comprise a majority of their members. Many have closed or reduced their operations and are no longer able to support their suppliers, many of whom are small, community-based producers who rely on these MSMES for their income stream.The city’s tourism sector has been gravely affected. Meetings, Incentives, Conferences and Exhibitions (MICE) events from April to September have been cancelled, which translates toa projected cash in-flow loss of Php 70 million and 13,950 MICE delegates who would have also spent personal funds touring and consuming goods and services in the city. In addition, the opening of six new hotels and apartelles have been postponed. A paragliding site in the southern part of city was to be launched just before the onset of the pandemic. A private sector-led initiative aligned with a key objective of the city’s tourismdevelopment master plan to develop new tourism-related activities and destinations, the activity would have developed and promoted eco-tourism in the area, engaged households and communities in the tourism value chain, and leveraged an Investment of Php 2 million from both private and public (city) sources. Community revenues could have reached anestimated at Php 500,000 for 2020 and Php 1 million in 2021.Projected city revenue loss, poor business conditions and a retracting local economy has compelled the city government to reduce its projected revenues from Php 1.3 billion in 2020 to only Php 1.1 billion in 2021. Some agencies, including BCPH, have maintained key positions' capacity to pursue climate action, but others have been diverted, and forward momentum has been slowed. Public Health communication and service provision channels primed for COVID response can be kept active for climate action, particularly around immediate/emergent issues like air quality / climate-related disasters. In regards to climate justice and policy, while state level efforts have been sustained, local governments and particularly grassroots groups have been tapped for COVID community response, so even though intentions are strong for climate action, capacity is low and often state-level work proceeds without adequate local input. Boulder County and a few large governments are exceptions.
