Councillors agreed that climate change needed an “equally targeted and immediate response” in order to meet aims to make Cornwall carbon neutral by 2030 and that the COVID-19 recovery and renewal process was a chance to accelerate the Council’s work on delivering its climate change action plan. The report that was presented to Cabinet highlighted how having to drastically change working practices because of the lockdown would enable the Council to speed up its own “transition to new ways of working in a manner unimaginable before the pandemic”. With over 4,000 people working from home at the height of the first national lockdown, this saw a significant impact in a number of the Council’s biggest emitting areas:•A 70% reduction in business travel reducing emissions by 633 tCO2e (April – September);•Significant reductions in commute travel with an average reduction of 80,000 miles a day, cutting emissions by approximately 1300 tCO2e over the first lockdown period (April – June);•With 12 of 35 core office buildings closed or partially closed as a result of COIVD-19, this resulted in an energy saving of approximately 270 MWh (or 60 tonnes of carbon) over the first 3 months of lockdown; and, •Printing reduced from 2 million pages a month printed before lockdown to 200,000 a month during the lockdown. The concluded that adopting this approach was of fundamental importance, as the impending climate change emergency has the potential to dwarf the impact of the COVID-19 pandemic, and the process of re-building should take into consideration the environmental impacts of the rebuilding process and societal acceptance that life should not just return to pre-pandemic norms. It was agreed that a return to business as usual from an operational perspective would be a missed opportunity, and the economic recovery approach should also focus on more regenerative approaches to economic wellbeing that do not foster carbon intensive practices without a strong rationale.Reflecting the opportunity to align with the recovery and renewal process and accelerate delivery of the action plan the focus of the Carbon Neutral Cornwall Programme has been realigned to the Council’s priorities on recovery that identified three broad workstreams, with addressing climate change and inequality serving as the common denominators in all that we do:•Operational recovery aligns the Chief Executive as SRO for organisational recovery and climate emergency response to ensure that the renewal approach is consistent with the change required to meet our ambition and in doing so undertake an evidence-based approach to decision making and embedding the decision wheel across Council decision making processes drawing on the responsibilities of each of the Strategic Directors working in conjunction with portfolio holders and the wider Council membership. •Community and wellbeing recovery to facilitate and deliver the support required to ensure our communities are safe, healthy, resilient and sustainable as we transition through recovery and into a new normality.•Economic recovery to create a resilient economy through a new focus on town centres, sustainable approaches to tourism and promoting and investing in clean growth and the low carbon economy.The council along with partners in the Local Nature Partnership and beyond, is also working to develop a triumvirate approach that brings together the work required to deliver not only against our climate emergency declaration, but also the ecological emergency that we are now all facing and also putting in place the necessary adaptation strategies that will be required in our changing climate. This is helping to develop synergies across all three strands and acknowledges that systems are all interconnected and must be consider holistically as we look to develop our responses. |

Se podría hipotetizar que esto es debido al déficit en la capacidad de testeo para Covid-19y a las deficiencias para diagnosticar los casos, lo que ha generado una brecha entre los casos reales de contagios y aquellos que que son detectados y reportados, lo que ha restringido el control del foco epidémico. Por ejemplo, a finales de mayo, el MSP reportó 560 casos acumulados de contagios confirmados en Portoviejo. Sin embargo, el índice de letalidad en esta fecha se ubicaba en el 28.4%, cifra mayor al comportamiento global de la letalidad del virus, ubicadoen un aproximado del 3%. Esto demostró que las cifras del MSP no reflejaban la realidad de contagios y que su comportamiento era más agresivo, ya que se duplicó el aumento de fallecidos reportados en abril del 2020, en comparación con los registros del 2018 y 2019.Con base a este antecedente, fue necesario desarrollar y aplicar estrategias para ir evaluando el comportamiento del virus dentro de la zona urbana y rural del cantón y mitigando los efectos sanitarios, sociales y económicos. Estas estrategias fueron desarrolladas bajo una estructura metodológica de gestión de respuesta que se plasmaron en el “Plan Integral para la Atención de Crisis”, que contenía 20 planes operativos orientados a desacelerar la velocidad del contagio y así mitigar el colapso del sistema cantonal de salud, además del impacto social yeconómico en Portoviejo. |

Therefore, it can be said that the importance of supplying eco-friendly renewable energy without greenhouse gas emission along with improvement of energy consumption culture and development of high-tech has increased in order to suppress the continuous increase in electricity consumption.- In terms of natural ecosystems, the habitat of wild animals is decreasing due to deforestation and land-use changes caused by climate change and urbanization, and spaces for activities with humans are increasingly overlapping. As direct and indirect contact increases, there is a growing possibility that zoonotic diseases such as COVID-19 will continue to increase in the future. Since a pandemic such as COVID-19 incurs enormous economic and social costs, it is necessary to devise social consensus and policy measures to mitigate the rapid industrialization and conservation of natural ecosystems in terms of cost management as well.- In terms of waste discharge, social distancing and the spread of online living culture cause an increase in the use of disposable products and waste discharge, so various policy measures are required to suppress them. |

Description
The dataset contains 2021 data on the impact of COVID-19 on climate action in cities. The data was reported by cities through the CDP-ICLEI Unified Reporting System in response to question 1.6 ("Please provide information on the overall impact of COVID-19 on climate action in your city.") in the 2021 Cities questionnaire.
