Some climate actions were able to be progressed or sped up, whereas others had to be slowed to accommodate Covid-19 restrictions.The pandemic represented an immediate risk and resource requirement. COVID-19 emphasised the need for resilient places and communities. Officers and members were clear that action to tackle climate change could not be postponed. Therefore, the delivery of the Wandsworth environment and sustainability strategy and the associated action plan remained a priority.Some actions were progressed or accelerated, such as a ‘Shop Local’ campaign, which urged residents to support local traders as we reactivated our high streets, cutting carbon emissions from transport as people walk and cycle to shops and reduce last mile deliveries from internet shopping. Other actions had to be given later delivery dates to accommodate COVID-19 responses. Our yearly update to our Climate Emergency Action plan took account of difficulties resulting from the pandemic, to inform our future plans.A national emphasis on a green recovery helped to highlight climate change action in the public conversation, however, pandemic restrictions made public engagement more difficult by blocking or limiting in-person events. This emphasis is reflected in the Council’s ‘Smart Growth Plan’ published in 2020, which commits to the aim of being the greenest inner London borough.Wandsworth’s communications strategy emphasises that everyone can contribute and act on climate change, recognising that awareness and capacity building are key components of a green recovery. At the start of 2020 the Council had promised a summit, and, undeterred by the November lockdown, revised the format to deliver an entirely virtual, week-long event. Our virtual climate summit was a big success in engagement and information sharing with our residents, discussing climate change concepts and our actions to address the emergency. The summit drew 655 attendees and a clear desire was expressed for more, similar events to provide opportunities for further interaction. Wandsworth will present a “Together on Climate Change” Festival to coincide with COP26 this year, which will feature both online and in-person events. A programme of community engagement events and activities is ongoing and aims to engage all residents and reach the most underrepresented groups in the borough. This programme includes Climate Conversations and Masterclasses focused on grassroots knowledge-sharing, the first of which focused on energy in the home and attracted over 60 residents. A business breakfast in summer 2021 saw the Leader of the Council in discussion with key individuals who support environmental work and campaigns in the community.Wandsworth Council has a designated climate change engagement and partnerships officer to lead its outreach work. Throughout the pandemic, the Council has distributed content and updates through social media channels, regularly updated climate webpages, and a new e-newsletter. The Council also has its ‘Brightside’ magazine which provides additional information on services and events and is delivered to all residents. The Council, its partners and residents, came together to respond rapidly and provide new services and new ways of supportingvulnerable residents. Over 3,000 residents volunteered to help their neighbours. Staying at home also brought with it a renewed local focus and sense of community with residents shopping locally, getting to know their neighbours, taking their exercise in our green spaces and discovering new parts of their neighbourhood and the borough. The role of the Council’s Virtual School service was expanded to support schools in providing virtual learning and to offer additional support to young people throughout the pandemic. The pandemic demonstrated that maximising the opportunities of technology and remote solutions for flexible learning and working will be crucial throughout a green recovery. This learning forms one of the core themes of the Council’s Smart Growth Plan.
