Furthermore, due to the rise in the number of COVID-19 positive cases and the imminent threat of the COVID-19 Pandemic in the City, additional allocation was provided under SB No. 02 amounting to P599 Million last May 2020 to provide immediate response to the needs of the community during the implemented quarantine period as well as strategic measures to help flatten the curve and restore health of all affected constituents. All the PPAs were in accord with R.A. No. 11469, or the “Bayanihan To Heal as One Act”As the City gradually transitioned from ECQ to GCQ and MGCQ onward the normalization of activities and affairs under the ‘new normal’ parameters, a broad analysis of the City’s preparedness and readiness is imperative. The identification of strategies for the City’s rehabilitation and recovery from COVID19 is anchored on both the loss and impact caused by the pandemic on all sectors of the City and the City’s level of preparedness and readiness to transition to the “new normal”. Led by the City Planning Office, the Rehabilitation and Recovery Plan that aims to provide a framework for the gradual reopening of the City’s Economy following the new normal guidelines. The plan emphasizes on the steps that the local government shall take to provide further socio-economic relief to the affected sectors and recovery programs to revive the sectors of the economy that has been direly affected by the imposed quarantine measures. Also, increase investment and budget allocation to ensure food security and sustainable agriculture and support programs for the City’s hospitality industry and tourism; likewise, looked into the provision of relief, emergency assistance and support to the most vulnerable population. There is also a need to adopt a convergence of resources program in reviving the economy; to provide economic amelioration support in the form of livelihood assistance to sectors directly and indirectly affected by the COVID-19 outbreak; to encourage affected and displaced workers to work from home in ventures initiated by the City Government; to encourage linkage with private sector and people’s organizations in rendering livelihood and other assistance to affected sectors; and to rebuild consumer and business confidence of MSMEs and eventually resume a new normal state of economic activity.
