By embedding the wheel across Council decision making processes we aim to enable our people and planet to thrive, a decision which Amsterdam followed having adopted a similar approach based on the doughnut model for their response to the economic challenges brought about by Covid-19. Like climate change, Covid-19 cannot be treated as a one-off or finite event with a clear beginning or end. Combating climate change needs system wide change that involves communities, business, individuals and stakeholders across all sectors of the economy and will need to be addressed through longer term visions and spatial strategies. It will require major investments, changes to systems regarding how we use and interact with energy and changes to how we live our lives and define success. It will also redefine how we manage and interact with our environment. In March 2021 Full Council approved the £30m Renewable Energy and Low Carbon Technology with the objective of accelerating investment into renewable and low carbon technologies. Delivering the programme will be an important economic driver in creating work opportunities via the Council’s solar framework and supporting the local green supply chain. This brings about immediate benefits to Cornwall’s post pandemic recovery and supports sustained investment through the future pipeline of projects. The Council have also matched funds secured as part of the Get Building Fund, Green Homes Grant Local Authority Delivery Scheme and the Social Housing Decarbonisation Demonstrator Fund to create a £12.9m (£7m CC, £5.9m Government/external) retrofit programme on up to 900 homes across Cornwall to develop training and employment opportunities in the essential skills required to decarbonise our housing stock.Cornwall Council made available £500,000 Community Infrastructure Levy or CIL funding to not-for-profit organisations and constituted community groups, including local councils, who could apply for grants of £20,000 to £100,000 to pay for infrastructure projects which encourage greener and healthier lifestyles. Using the decision wheel applicants were required to evidence local need and community support for their project as well as how it will enable lower carbon living as part of the Council’s ambitions for Cornwall to become carbon neutral by 2030. This approached is further enhanced through our partnership with Crowdfunder where Cornwall Council is supporting projects and activities that will help Cornwall become carbon neutral and tackle climate change. Where, in response to calls from our communities and partners, a Crowdfund Cornwall Climate Emergency campaign was established with three types of funding available totalling £220,000: The Carbon Neutral Cornwall Fund; The Town and Parish Council and Community Fund, and the Forest for Cornwall Fund.

CORCLIMA recaudó fondos para dar empleo a los vecinos en la realización de esta actividad. La Escuela de los Amigos contrató a los trabajadores.Huerta Comunitaria de Cerro Plano - Centro Demostrativo de Prácticas Resilientes: En apoyo a la Junta de Educacíon Escuela Cerro Plano Monteverde y el Ministerio de Educación Pública, se está transformando un antiguo redondel en una huerta comunitaria. El proyecto utiliza la agricultura regenerativa como una plataforma para promover la educación ambiental, la seguridad alimentaria, el sentido de comunidad, la salud física y mental, la seguridad comunal, la sostenibilidad y la resiliencia. A su vez, este proyecto reactivará un espacio que ha estado en desuso por mucho tiempo y le dará un nuevo significado a lo que anteriormente fue un redondel de corridas de toros. Se han recibido fondos y otros aportes del Fondo Comunitario Monteverde, el Instituto Monteverde y cinco hoteles de la zona.Centro de Trueque "La Tilichera": En el espíritu de Economía Circular, CORCLIMA recaudó fondos, estableció y coordinó "La Tilichera", sitio donde los vecinos de la zona podrían dejar artículos que ya no necesiten e intercambiarlos por otros que sí. Este proyecto ha logrado satisfacer necesidades básicas de los vecinos, dar trabajo a 10 mujeres y reducir la cantidad de residuos que podrían ir al relleno sanitario, al darle a estos objetos una mayor vida útil.La Moneda Social VERDES: CORCLIMA se unión con otros entes de la Comisión de Enlace para establecer una moneda local/virtual. Esta, a la vez que fomenta la circulación de recursos en un ambiente sin dinero convencional, incentiva la acción climática. Se pueden ganar verdes por varias acciones climáticas.Murales Resilientes: CORCLIMA movilizó recursos para pagar a 9 artistas locales para crear 6 diferentes obras de arte pública que inspiran acción climática.Consorcio Hecho en Monteverde: CORCLIMA trabajó con otros entes de la Comisión de Enlace con el fin de unir a 33 empresas locales en el establecimiento de un consorcio para crear el sello "hecho en Monteverde". Además, les apoyó en conseguir asistencia técnica de la Fundación AUGE y el Programa CreaC. Unos de los requisitos para conseguir la certificación para el sello, incluye mostrar acciones específicas de acción climática. Rutas Eléctricas Costa Rica: CORCLIMA ganó una subvención de $10,000 del programa Redescubre Costa Rica de la Fundación CRUSA para expander la red de apoyo a vehículos eléctricos a 15 otros destinos turísticos en Costa Rica.

For children, the elderly, and disabled households in need of care due to COVID-19 self-isolation, a support project is being implemented for those who are not receiving care, such as meal support, product support, daily monitoring, and integrated case management support in case of crisis.<COVID-19 Health/Medical System Strengthening>○ Formation and operation of quarantine countermeasures team to respond to infectious diseases - Strengthening public-private cooperation (Korea Centers for Disease Control and Prevention, Seoul City, private medical institutions, etc.) when infectious diseases spread - Infectious disease response manual up to date and training for infectious disease response practitioners - Reinforcement and operation of emergency response system by expanding recruitment of epidemiological investigators and regular staff○ Establishment of a rapid reporting system in case of an infectious disease through the integrated disease management system (http://is.cdc.go.kr)○ Strengthening infectious disease monitoring and cooperation system with medical institutions○ Strengthening initial response to new and mutated infectious diseases imported from abroad - Operation of a counseling center for overseas travelers and follow-up investigations on inbound travelers from contaminated overseas areas - Prevention of transmission through thorough epidemiological investigation and health education when reporting an infectious disease - Prevention and raising awareness of new and variant infectious diseases such as for overseas travelers<Expansion of Green Space in the City Area and Strengthening Accessibility>○ By operating nature ecology programs such as nature ecology experience classes with forest commentators, forest trail trips, and biodiversity promotion, the level of satisfaction among residents increases and it contributes to the preservation of a healthy urban ecosystem.○ By activating urban agriculture such as eco-friendly vegetable gardens and cooperative farms using spaces such as public land and rooftops of buildings, projects to expand green spaces in the city center and to increase eco-sensitivity along with leisure life of residents are continuously being promoted.<Activation of Environmental Education to Respond to Climate Change>○ Through the “Dobong Environmental Education Center,” an environmental education hub facility in the northeastern part of Seoul, various environmental education programs are being operated for residents, such as environment, energy, ecology, and response to climate crises. In particular, from 2021, to activate green education for the implementation of carbon neutrality by 2050, the establishment of educational infrastructure is being spurred by nurturing and expanding new resident education instructors in response to the climate crisis.○ In addition, as part of the spread of green living culture, an annual training program for the reduction of 4-ton greenhouse gas per person by Dobong-gu residents is being operated, starting with 100 resident facilitators in 2021 and 30,000 by 2050. Also, starting with the expansion of environmental education activists, the effect of job creation is expected in the overall environmental education project.<Establishment of Eco-friendly Green Transportation System> The public sector is leading the mandatory introduction of electric and hydrogen vehicles, while the private sector is actively encouraging the purchase of electric and hydrogen vehicles through purchase subsidies and incentives. It aims to institutionalize the ban on registration of internal combustion locomotives by 2035, and to supply 20% of the vehicles by 2030, 60% by 2040, and 100% eco-friendly electric and hydrogen vehicles by 2050.
