The city is working on an Integrated Mobility Plan with a focus on moving people and not cars, as was traditionally done with Master Transportation Plans. Recent support from residents for separated bike lanes in Burlington has been noted as many people did take up cycling during the pandemic. Burlington Transit is transitioning back to full service in September, based on service improvements implemented back in 2019 prior to the pandemic which resulted in a 14% increase in ridership. We have also followed our planned increase in funding, and this increase in funding does support recovery from the COVID-19 pandemic.The council has created a public realm fund worth £5m which will ensure the Council’s investment in its public spaces is boosted, with targeted interventions focussed around some key areas, ranging from improving the look and feel of our town centres to the smartening up of street scenes, to parks, river path and road crossing improvements, plus the planting of more trees. This will be focussed on areas of the borough that have experienced significant additional activity over the past year as residents have adapted to restrictions and made the most of their local area. It is important the Council invests in its public realm where necessary to support residents and businesses to recover as fully as possible.The Council secured government funding of over £2m through the Green Homes Grant Local Authority Delivery scheme to deliver whole house retrofits to those most likely to be in fuel poverty. This includes upgrades to Wandsworth’s own social housing stock and improvements to an over 200 homes across the borough. This work is delivered in partnership with Wandsworth based cooperative Retrofit Works, recently announced as being part of the government’s taskforce for the green economy. The scheme supports existing, and creates new, green jobs in the borough. The Council’s own housing stock of 16,000 tenanted homes will also be assessed to develop a pathway to net zero. In 2020 The Council secured £55,679 funding for ecargo bikes from the Department for Transport (administered by Energy Saving Trust) to be used to provide ecargo bikes for the Council and for participating businesses and organisations. Recipients of the bikes include the Council’s Inspection and Enforcement and Parks Police teams, together with local businesses and charities. The project aims to increase the profile of ecargo bikes and their diverse and scalable uses, reducing journeys made by car and van within the Council’s operations and across the borough. Recognising the potential to scale-up this scheme through 2021, Wandsworth released some of its Climate Change Fund to enable more businesses to utilise cargo-bikes, together with pilots for the reallocation of kerbside parking for cargo bike parking.The Council approved positive General Fund revenue budget variations of £380,000 in 2020/21, £250,000 in 2021/22 and £100,000 in 2022/23, to be funded from reserves, to supplement existing budgets and new funding bids for the initial phase of the recovery action plan.The proposed action plan does require some additional funding in the short term for Children’s Services (expansion of the virtual school and roll out of a tutoring pilot) and the EDO (to expand support to businesses, the Work Match service and to improve town/district centres). Additional General Fund revenue budget totalling £730,000 over three financial years would therefore be required, to be met from reserves. Positive General Fund revenue budget variations of £380,000 in 2020/21, £250,000 in 2021/22 and £100,000 in 2022/23 only are therefore recommended for approval. Whilst some of this investment would be one off, some of the schemes are assumed at this stage to run for two years with no further funding beyond that.Further costings and any additional resources/investment required will become clearer as the action plan is reviewed. It is important that any investment is targeted appropriately to protect the Council’s income sources and reduce demand for statutory services where possible whilst supporting the overall economic prosperity of the borough.The Council continued to support delivery of local schemes. “Power to Connect” is Wandsworth’s award-winning scheme to provide laptops and internet access to vulnerable cohorts and to deliver laptops through the government scheme. Sí, es importante clarificar, que fueron los municipios quienes tuvieron que dar respuesta a problemáticas asociadas al COVID 19, así como también a las sinergias de problemáticas producto de este fenómeno mundial. Es evidente que el área de la salud fue la mas demandada durante lo que dure esta pandemia, y es donde se deben seguir sumando acciones concretas ya que se presume que debido a los cambios climáticos y su impacto en la biodiverdad los fenómenos pandémicos pudieran seguir aumentando en el tiempo. Por lo anterior, es fundamental intervenir y comenzar a generar estadísticas de enfermedades relacionadas con el Cambio Climático, a nivel de salud primaria, (municipios) como a nivel nacional. Lo mismo ocurre en cualquiera de las otras áreas de la protección social. Otro punto, que se vio perjudicado, tiene relación con la soberanía alimentaria y el aumento de la cesantía, son estas aristas centrales, donde se deben comenzar a generar acciones concretas para salvaguardar a la ciudadanía de estas situaciones. Desde inicio del 2020 y a modo de proyecto piloto. hemos dado inicio a la crecieron de huertos urbanos. con el objeto de instalar capacidades en la comunidad sobre el auto abastecimiento y es aquí donde estamos convencidos que las áreas verdes están llamadas a ser parte de esta iniciativa.Por ultimo el diseño de ciudad y la conectividad también son un elemento que juega un importante rol en el desarrollo de una ciudad y como se comporta frente a una problemática mundial como la Pandemia. San Pedro es una ciudad que a crecido de manera lineal y dispersa, donde la falta de conectividad y acceso a servicios entre los barrios a ampliado la brecha de desigualdad frente a la situación de pandemia. Por lo anterior es fundamental mejorar la conectividad mediante el transporte publico. |

The data was reported by cities through the CDP-ICLEI Unified Reporting System in response to question 1.7 ("Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action.") in the 2021 Cities questionnaire.
