By embedding the wheel across Council decision making processes we aim to enable our people and planet to thrive, a decision which Amsterdam followed having adopted a similar approach based on the doughnut model for their response to the economic challenges brought about by Covid-19. Like climate change, Covid-19 cannot be treated as a one-off or finite event with a clear beginning or end. Combating climate change needs system wide change that involves communities, business, individuals and stakeholders across all sectors of the economy and will need to be addressed through longer term visions and spatial strategies. It will require major investments, changes to systems regarding how we use and interact with energy and changes to how we live our lives and define success. It will also redefine how we manage and interact with our environment. In March 2021 Full Council approved the £30m Renewable Energy and Low Carbon Technology with the objective of accelerating investment into renewable and low carbon technologies. Delivering the programme will be an important economic driver in creating work opportunities via the Council’s solar framework and supporting the local green supply chain. This brings about immediate benefits to Cornwall’s post pandemic recovery and supports sustained investment through the future pipeline of projects. The Council have also matched funds secured as part of the Get Building Fund, Green Homes Grant Local Authority Delivery Scheme and the Social Housing Decarbonisation Demonstrator Fund to create a £12.9m (£7m CC, £5.9m Government/external) retrofit programme on up to 900 homes across Cornwall to develop training and employment opportunities in the essential skills required to decarbonise our housing stock.Cornwall Council made available £500,000 Community Infrastructure Levy or CIL funding to not-for-profit organisations and constituted community groups, including local councils, who could apply for grants of £20,000 to £100,000 to pay for infrastructure projects which encourage greener and healthier lifestyles. Using the decision wheel applicants were required to evidence local need and community support for their project as well as how it will enable lower carbon living as part of the Council’s ambitions for Cornwall to become carbon neutral by 2030. This approached is further enhanced through our partnership with Crowdfunder where Cornwall Council is supporting projects and activities that will help Cornwall become carbon neutral and tackle climate change. Where, in response to calls from our communities and partners, a Crowdfund Cornwall Climate Emergency campaign was established with three types of funding available totalling £220,000: The Carbon Neutral Cornwall Fund; The Town and Parish Council and Community Fund, and the Forest for Cornwall Fund.01/19/2022 02:30:06
