Fuel poverty in England is now measured using the Low Income Low Energy Efficiency (LILEE) indicator , which considers a household to be fuel poor if: · it is living in a property with an energy efficiency rating of band D, E, F or G as determined by the most up-to-date Fuel Poverty Energy Efficiency Rating (FPEER) Methodology; and · its disposable income (income after housing costs (AHC) and energy needs) would be below the poverty line. The sub-regional estimates for 2019 are the first to be published using the LILEE metric. It should be noted these are not directly comparable with previous estimates made for sub-regional fuel poverty under the Low Income High Costs (LIHC) definition.Under the previous LIHC definition, the 2020 figures showed that almost 13,000 homes in Newcastle suffer from fuel poverty and it was estimated that a further 10,000 are just above the current definition and only a small change in income levels could result in them being classed as fuel poor (source: Office of National Statistics 2020). Newcastle has a higher than UK average level of fuel poverty.
