Food insecurity is a chronic condition that existed before the onset of the public health emergency, when 10.6% of District residents were food insecure. COVID-19 has exacerbated food insecurity in the District; it is projected that the District’s food insecurity rate in 2020 will be at least 16%, with even higher rates among vulnerable populations, including the elderly, children, undocumented individuals, and unhoused individuals. The District quickly stood up new emergency food programs in response to COVID-19. Since the pandemic, the District has distributed over 25,000 bags of free groceries, mostly fresh produce, in partnership with local non-profits. Through the GetHelp Hotline, the District has delivered 14 days’ worth of shelf stable groceries to residents quarantined at home, in partnership with a local business and non-profit. The DC Department of Parks and Recreation (DPR) has launched the Feed the Fridge program at select DPR facilities across the District. Feed the Fridge places refrigerators are stocked with free, fresh, restaurant- provided meals across the city to help residents in need. Feed the Fridge meals are “grab-n-go” and no registration or ID is required. The District has also successfully applied for waivers to expand several federal nutrition assistance programs, and our agency staff have tirelessly worked to enroll eligible residents in the Supplemental Nutrition Assistance Program (SNAP), the Supplemental Nutrition Assistance Program for Women, Infants, and Children (WIC), and the Pandemic-EBT Program (p-EBT). By helping 33 farmers markets open safely, the District has also enabled residents to access the Senior and WIC Farmers Market Nutrition Program and Produce Plus Direct.Produce Plus, the Senior Farmers Market Nutrition Program, and the WIC Farmers Market Nutrition Program, typically provide checks for use at Farmers Markets in the city. Many other nonprofit partnerships help double the use of SNAP at Farmers Markets to increase access to fresh fruits & vegetables. In FY2019, Produce Plus reached more than 8,500 unique participants, impacting an additional 18,200 individuals considering household members. 257 volunteers contributed more than 5,600 hours to support program implementation at District Farmers Markets. DHS advertised the program at SNAP/TANF service centers throughout the market season (May - September). In 2019, the Produce Rx Pilot Program initiated between DC Greens, Giant, AmeriHealth, and DC Health provided 500 residents with $20/week of fresh produce at the Ward 8 Giant. DC Health grantee Martha's Table distributed more than 1,455,000 pounds of food in FY2019. Martha's Table and the Capital Area Food Bank continue the Joyful Food Markets initiative using approximately $1.5 million to provide an average of 23lbs of fresh produce and pantry items along with targeted nutrition education to elementary school students at elementary schools in Wards 7 and 8. In FY2019, Joyful Food Markets reached more than 6,680 students through monthly markets at 53 public, charter and parochial elementary schools in Wards 7 and 8. Finally, there were 110 public and public charter campuses in the District with active school gardens during the 2018-19 school year. DCPS had 65 schools with garden programs and public charter schools had 45 schools with garden programs. Beginning with the 2018-19 school year, OSSE utilized the School Health Profile as its sole data source to calculate the number of public and public charter schools with gardens in the District, in order to streamline the data collection process for schools and to more accurately validate school garden data.01/20/2022 02:27:05
