Governance and Data ManagementGovernance1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description3The WMCA will be publishing its Natural Capital Plan during 2021. This will comply with the suspected biodiversity targets from the upcoming UK Environment Bill. As part of the Five Year Plan, however, there have been some very specific targets around tree planting as part of the net zero activity.Currently, forest cover in the WMCA is about 1.5% of the area, agriculture 20% and urban/ built up areas 70%, of which 57% is discontinuous urban fabric. GIS mapping, undertaken as part of the WMCA Five Year Plan, identified that 15% of the WMCA area is suitable for woodland planting according to the criteria applied. This would meet the previous forestry cover target set by the Independent Panel on Forestry in 2012 but not the latest figure of 17-19% set by the UK's Climate Change Committee in 2020. In addition, some of the land identified will be used for thedevelopment of utility scale solar PV and wind installations. These areas have been discounted to avoid double counting. Therefore, the maximum area which can be utilised is 13% of the total WMCA area, equivalent to almost 12,000 ha. In addition, the same level of tree planting peri-urban areas has been assumed in this scenario. This is the equivalent of 5.7 million trees by 2026 and 19 million by 2041.01/20/2022 02:27:05

124147Cities 2021202149359City of HarareZimbabweAfrica0. Introduction0.1Please give a general description and introduction to your city including your city’s reporting boundary in the table below.2Description of city1Please completeHarare is the capital city of Zimbabwe and is situated in the northeastern part of the country. The metropolitan area in cooperates three other local authorities, i.e. Chitungwiza Municipality Ruwa Local Board and Epworth Local Board as indicated in Figure 1. It lies over a plateau at an elevation of 1483 meters above sea level. The climate falls into the subtropical highland category . The capital City is built on the Upper Manyame Catchment area where four (4) of its raw water sources for two of its Water Treatment Works (WTWs), Prince Edward and Morton Jaffray (MJ) are located. Harava and Seke Dams supply raw water to Prince Edward (PE) Water Works, whilst the Lakes, Chivero and Manyame, provide Morton Jaffray Water Works. Vleis, dambos, marshes and open green spaces, also referred to Wetlands and tributaries of the Manyame River System within and surrounding local authorities such as Chitungwiza Municipality, Ruwa Local Board, Epworth Local Board and Norton Town Council, forming what is often referred to as the Greater Harare area, form the headwaters of the Upper Manyame catchment basin which in turn feeds into the aforementioned 4 raw water sources/ impoundments.Lake Chivero (formerly Mcllwaine), was built in 1952 and lies 29 km southwest of Harare, on the Manyame River. At full capacity the lake area holds about 250 000 million litres of water and is approximately 26 km2. Lake Manyame (formerly Darwendale Dam) was built around 1975 and lies downstream of Lake Chivero on the Manyame River near Norton town. The two lakes both have recreational parks that act as buffer zones protecting the reservoirs. The two lakes (Chivero and Manyame) are one of the seven Ramsar sites of Zimbabwe. The Ramsar Convention on Wetlands provides a framework for wetland conservation and asks that nations promote the sustainable utilisation and conservation of wetlands. The full capacity of Harava Dam (formerly Henry Hallam) is 9.026 million cubic meters and that of Seke Dam is 3.38 million cubic meters according to the Zimbabwe National Water Authority (ZINWA), June 2021 Dam Level Report. Harare Dam is also situated on the Manyame River, upstream of the Seke Dam. It is surrounded by a habitat with Sandy Miombo woodland, termite mounds, rocky kopjes and some wet habitats. The site is controlled and patrolled under the parks and wildlife management Act of 1975. Fishery operations and birdlife are monitored by research staff from the Parks and Wildlife Management Authority and Birdlife Zimbabwe. Kuimba Shiri provides an orphanage, rehabilitation and education centre for birds attracting approximately 8,000 school children per year. Birdlife Zimbabwe and universities use the site for education and research purposes. Harare Water, the University of Zimbabwe and the Environment Management Agency carry out research on water quality and aquatics. With the population in the Manyame catchment area doubling every 12 years the pressure for services is not matched by planning, water supply and waste water treatment infrastructure development, and provision of green areas. As a result, the wetlands in Harare are threatened by cultivation, development and construction, dumping of waste, invasive alien species, and siltation.Harare Metropolitan Province has experienced a number of environmental challenges that have poised challenges to climate. The rapid urban growth and sprawl of the Province, have resulted in increased Greenhouse gases (GHGs) emissions and pollution caused by anthropogenic activities.COH is vulnerable to climate change due to climate variability and global warning and resultantly the following climate change variables have been the most frequently contemporarily experienced in Harare: Floods, Drought, Heat Waves, Cold spells and low rainfall.Waterborne diseases, such as Cholera and Typhoid, have as a result been encountered in CoH.Figure 1.docx01/20/2022 02:27:05
