Introduction0.1Please give a general description and introduction to your city including your city’s reporting boundary in the table below.2Description of city1Please completeThe City of Bradford Metropolitan District is a local government district of West Yorkshire WY , England, with the status of a city and metropolitan borough. It is named after its largest settlement, Bradford, but covers a far larger area which includes the settlements of Keighley, Shipley, Bingley, Ilkley, Haworth, Steeton, Silsden and Denholme amongst others. Bradford has a total estimated population of 539,800 - an increase of 2,600 people (0.5%) since 2018 ( ONS) Bradford is the fifth largest local authority in England in terms of population after Birmingham, Leeds, Sheffield and Manchester. It forms part of the WY Urban Area conurbation which in 2001 had a population of 1.5 million. Bradford District forms parts of the WY sub-region and recent devolution agreements with HM Government mean that following elections in May 2021 a WY Mayor and Mayoral Combined Authority WYCA now is in operation. Bradford Council works with WYCA and the other 4 LAs on regeneration and on tackling the climate emergency. Bradford Council works with 5 Area Committees across the District and 19 Parish and Town Councils ; these are active in neighbourhood planning, place-improvement, local public services and the climate emergency response. Community interest and action is also in place (eg a community climate action fund £360k supports grassroots action)Bradford Council Climate Emergency Declaration Jan 2019 was followed by Full Council endorsement of the shared ambition for a 'net zero carbon city region by 2038, with significant progress by 2030' (October 2019). Council Executive approved a Sustainable Development SD Action Plan (March 2020) and programme resource (£250k was approved in July 2020) for 2020-21 for staff/support resource). The Council Plan 2021-2025 has been adopted and this support wellbeing and resilience and has a dedicated Sustainable District Priority. There has been disruption and some delay due to Covid-19 response and pressures. Major progress through collaboration with WYCA on energy, transport and infrastructure with a shared WY climate emergency action plan due Summer 2021. A District SD partnership established with an external chair to boost and accelerate business action and green jobs. Direction setting comes from elected member and bodies like the District Health and Well-being Board (District Plan), Economic Partnership and more. A City of Culture Bid #Bradford 2025 and new Cultural Strategy support community, arts and creativity - climate and environment crisis are being addressed through this. Significant investment underway through major regeneration, transport and ‘green recovery’ schemes as well as covid-19 economic recovery planning and response. A reset in Spring 2021 sees the work aligning to accelerate investment and delivery in Bradford District as the UK'#s leading Clean Growth City District. This has SD and mainstreaming SDGs at it heart and brings together a substantial regeneration portfolio to 2030 and beyond. England's largest Clean Air Zone c£50m is being created to launch 2/1/2022 to address air quality, emissions and health and deliver wider sustainable development benefits. [We are in the process of applying to Race to Zero].UK Net Zero strategy due in Summer 2021, with fuller alignment of UK Climate and Energy Strategy, 25 year Environment Plan and emerging reset Environmental Legislation 2021 onwards. Substantial utilities, industry, transport, public sector and business decarbonisation and climate action that will improve Bradford District will be driven by national legislation, policy, investment and enforcement. UK leadership for COP26 means we are expecting to see significant progress across the Government's five themes - transition to clean energy, clean transport, nature based solutions, adaptation / resilience and finance.
