The approach to land use planning and town planning in this plan takes into account the analysis of the effects of climate change on the specificities of the municipal territory. Through the defined strategy, the territorial organization model and its regulatory and operational application, the Municipal Master Plan allows optimizing adaptation responses, avoiding forms of land use, occupation and transformation that accentuate the exposure to the most significant impacts, taking advantage of the conditions of each site to provide more sustainable solutions (in particular through measures to promote soil permeability, setting urban parameters, which limit soil sealing.) Finally, through the Municipal Master Plan, it is possible to combine mitigation and adaptation to climate change, namely through the Strategic Environmental Assessment procedure.This procedure reveals the areas and focus of interest (due to weaknesses and / or opportunities) that the plan can and should evaluate / consider and that its implementation may decrease or potentiate respectively.From the set of defined adaptation targets in Sintra could be highlighted:. promotion of green corridors and the maintenance of wet systems;. qualification of the main streams;. incentives to increase forest areas from 4% to 15% and maintain these areas for greenhouse gas sequestration;. encouraging traditional agricultural activity;. hydraulic uses for irrigation;. an increase in the area conditioned by the evolution of the cliffs;. protection of areas threatened by river and sea floods, among others;. creation of retention basins and the promotion of rainwater runoff, upstream of urban agglomerates;. Increased supply of nature and sun and beach tourism;. Encouraging the use of natural resources (e.g. through regulatory measures and strategic programs);.
