134432Cities 2021202154354City Government of MakatiPhilippinesSoutheast Asia and Oceania1. Governance and Data ManagementGovernance1.7Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action.3Explanation1ResponseCOVID-19 Recovery Plan-Sustainable Recovery Phase: (1) Health System Continuity Audit and Review - The City reviews the management of health systems, from hospital-health center and facilities coordination, hospital records, hospital recovery and risk financing, information technology and supply chain to create a plan that communicates program for increase capacity of healthsystem in the City in dealing with pandemic or disease outbreaks. This must increase buffer management, increase work-force, and have a large shock absorbing capacity for City. UNDRRscorecard for Public Health must be incorporated among other standards. (2) Integrate Green Principle to City Government PPAs - From response to recovery interventions, the City government must be efficient in using resources. All stages of resource management – allocation of resources, use of resources, and its waste management must be sustainable. The Makati Pre-Disaster Recovery Plan covers provisions for all the disaster risks in the City, including the pandemic COVID-19. One of these provisions is for Water, Sanitation, and Hygiene (WASH) services. WASH recovery interventions are the following: Conduct information and education campaign on WASH, update existing WASH facilities, provide clean and safe water facilities, tap private water companies for provision of clean and potable water, place the water treatment facility in evacuation centers, provide portable toilets in evacuation centers, distribute hygiene kits, monitor implementation of WASH programs, and evaluate WASH programs and update as necessaryCOVID-19 Recovery Plan-Sustainable Recovery Phase: Green Jobs for Tourism for “Growing Back Better” - Create and deliver new jobs for Makatizens through clean and green transition. Existingurban systems may be assessed to transition to clean and green options. (i.e. investmenton creation of green jobs design with clean and green infrastructure). The Makati Pre-Disaster Recovery Plan covers provisions for all the disaster risks in the City, including the pandemic COVID-19. One of these provisions is information activities on green sector for the communities. COVID-19 Recovery Plan-Sustainable Recovery Phase: MSME and Employee Risk Emergency Risk Financing MSMEs and their employees apply for business interruption insurance andwage/unemployment insurance or loans as COVID-19 continues indefinitely. This may be inpartnership with Cebuana Lhuillier microinsurance or microloans offers. The Makati Pre-Disaster Recovery Plan covers provisions for all the disaster risks in the City, including the pandemic COVID-19. One of these provisions is developing food-for-work program for the communities to hasten waste management during disasters. In the Makati COVID-19 Recovery Plan, one of the strategies identified for the Sustainable Recovery Phase is Mobility as a Service. On-demand mass transit solutions can be implemented by stationing algorithm-based at each stop in the City for pre-booking and generating real-time allocation of ridership on jeepneys, tricycles and other transit systems like subways for efficient allocation and less exposure. This can also be incorporated in the Makatizen App. Through Public-Private partnership, a unified mobility management model which integrates various forms of transport services into a single mobility service. Mobility as a service (MaaS) kickstarts the shift or behavior of commuters from using privately owned cars to more sustainable types of transport like public transport, taxis, car rental and car or bicycle sharing. Mobility as a Service (MaaS) may help prevent private vehicle ownership. MaaS transportation model integrates various types of transport options into a single service which can be offered on-demand or packed into subscriptions. In the Makati COVID-19 Recovery Plan, one of the strategies identified for the Sustainable Recovery Phase is Makati Learning Portal in Partnership with ISPs Partnership. The City can develop a learning portal (with all the educational content of Makati Schools) and set zero rating for access to portal for the educational content. Learners, teachers and school administrators can access all content online with no internet access required as long as mobile providers set these contents to zero rating. The City can enter into joint agreement with ISP or mobile service providers to quickly pay for these schemes until schools can re-opened. For long-term application, City partnership with various educational technology providers and connectivity providers may be pre-arranged for future disruptions.01/20/2022 02:27:05
