In 2019, the 86th Legislature passed Senate Bill 241, extending the timeline for this requirement seven years beginning September 1, 2019. The City of Houston actively strives to meet this 5% target each year. In 2021, the Cityreported a 7% reduction in its electric consumption for municipal operations. Please visit https://comptroller.texas.gov/programs/seco/reporting/local-gov.php. There are several initiatives underway to achieve this annual target as outlined in the response to Q 5.4. CAP actions include adopting a municipal benchmarking and disclosure policy for municipal buildings by 2021.
