The new lock, with the ability to release five times more water into the Baltic Sea will also ensure steady water levels in the lake Mälaren. The new and larger channels will also reduce current flooding risks. The planned measures in the new lock will provide good protection for buildings and infrastructure around the lake, and secure the drinking water for about two million people who depend on the lake Mälaren as source of drinking water. This occurs after each local government election (usually every 4-5 years). This plan is intended to guide all planning and executive decision-making as well as guide the municipal budget. The principles and objectives of the City’s current IDP (2017-2022) incorporate a significant focus on building a sustainable, climate resilient and resource-efficient and secure city. Sustainability (the ability to meet the needs of the present without compromising the needs of the future) and Resilience (the capacity of individuals, communities, institutions, businesses and systems in the city to overcome, adapt and grow in spite of chronic stresses and acute shocks), are both Guiding Principles of the IDP. Priority 4 of the IDP is Resource Efficiency and Security. Under this objective (1.4) the City “is working to achieve an appropriate balance between economic development and the preservation of the natural environment, optimising natural assets, securing resources and creating a resource efficient economy”. The first iteration of the IDP included numerous references to the City’s Energy2040 Goal (and its associated energy and carbon targets) and has now been updated to include the City’s new Carbon Neutral 2050 commitment. This Objective 1.4 contains dedicated programmes on energy efficiency and security (including cleaner energy), climate change mitigation, and climate change adaptation.
