The measures and results are described in the following:1. To prevent the misuse of firefighting rescue services and to effectively utilize private resources, the patient suspicious of contracting the COVID-19 during the home isolation/quarantine period shall be allowed to take the “Taipei City Epidemic Prevention Taxi. In addition, a "specialized anti-epidemic taxi fleet" has been established, and 40 drivers have completed professional training on May 27, 2021.2. The Tourism Promotion Department shall compile the “Hotel Epidemic Prevention Manual” and shall instruct the hotel operators on how to receive the passengers and how to execute the guest room cleaning and disinfection during the epidemic period. And currently cooperated with 6,884 hotels to establish "anti-epidemic hotels" to reduce medical burden, maintain capacity, and make effective use of medical resources3. A “Quarantine Care Center” has been established in Taipei City to help those breaching rules or having trouble quarantining at home. The AnXin Group Quarantine center are available for those in need, and the applications can be submitted to the Department of Health, Department of Information and Tourism or the Department of Civil Affairs. The daily expenses are about 2,200 TWD.4. Subsidies are provided to the frontline pandemic prevention workers, such as the Department of Civil Affairs, Department of Health, Fire Department, Department of Information and Tourism, Department of Social Welfare, and the Department of Environmental Protection. The City Government also offers “Respite stations” for police officers, firefighters, medical workers. At present, there are 13 “Respite Stations” for police officers, firefighters, medical workers, with a total of 420 rooms.5. Taipei City promotes a smart payment platform so that fees, taxes and fines can be paid via mobile apps. The Green and zero-contact payments are encouraged, which can not only reduce carbon emissions but also lowers the risks of social gathering6. During the pandemic, citizens have been using motorcycles and bicycles and shunning away from public transportation. Taipei City produced the “BIKING TAIPEI” promo videos, biking route maps and brochures, while increased subsidies for replacing old electric motorcycles to enhance the promotion of green vehicles.7. To mitigate the effects on workers in the pandemic, Taipei City launched the “Taipei City Pandemic Prevention Employment Program”, in conjunction with the “1,000 Citizens employment 1.0 and 2.0 project.” In order to provide support for employment and career change, nine short-term relief measures were introduced covering “tax deferrals”, “rent reductions”, “cost resuctions”, “preferential interest rates”, “subsidies”, “tax reductions”, “rent extention”, “rent discontinuation” and “labor relief”. In addition, to cope with COVID-19, preferential interest rates were also offered on loans for small and medium enterprises, young startups in different fields which Including green energy industries.8. Conduct 4 sessions of epidemic prevention training programs for firefighting technician engineers, for which a total of 473 hazard prevention technician engineers will complete the epidemic prevention lectures and training. The Department of Civil Affairs shall invite the trainees to engage in the epidemic prevention-related health teaching and dissemination for communities. In the meantime, we will also produce the “Community Epidemic Prevention Response Guide” in order to improve the epidemic prevention management mechanism for communities.9. In response to the pandemic, Taipei City has expanded its use of digital technology and big data. For example, the City adopted the Technology for Epidemic Prevention, used big data to analyze the hot area of the pandemic in Taipei City, and set up the SOP for quick screening plan to comprehensively contain the pandemic. To implement the name registration system for entering different venues and through TaipeiPASS APP and 1922 free-of-charge SMS-based identification, tracing the pandemic. “Taipei CooC-Cloud” was constructed as an online education resource for missed classes or synchronous online lessons. Currently, the system has received 58,677,017 visitors, with 855,896 registered accounts and 4,456 teaching videos. The staff of Health Service Center will conduct at least two times of health care by telephone or Line video call, and the home-quarantined patients may report their health status through “two-way text message” or “contact person’s health report.” When discovering any symptoms, the Department of Health will arrange for the patient to receive medical treatment.01/20/2022 02:27:05
