The Adaptation Measures have been conceived as a dynamic and flexible tool that will achieve in a short, medium, and long term to improve citizens' habitability conditions in a gradual way. The 8 Adaptation Measures promote actions seeking to generate savings in the future by anticipating possible damages associated with non-adaptation, preparing the city to make it more resistant, optimizing municipal processes, creating new opportunities and being aligned with governments at the global level and reducing the gaps between local government and citizens. Finally, Adaptation measures also seek to reduce other impacts derived from climate change, such as deterioration in air quality, loss of biodiversity, and the generation of urban heat islands.
