Governance and Data ManagementGovernance1.7Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action.3Explanation1ResponseIn April 2020, the Municipality of Milan established a Mutual Aid Fund to help residents in financial difficulty in the near future, but also to support the recovery of economic activities through structural actions at a second stage. The goal of the fund was to sustain the reconstruction of the city’s economy, primarily by supporting the workforce: unemployed people, short-term employees whose contracts were not renewed, occasional workers, the self-employed, and small businesses and economic operators. The fund was created with a municipal allocation of 3 million Euros approved by the City Council, but it was also opened to contributions by individuals (citizens, businesses, foundations,etc.) and raised around 14 million Euros. In the course of 2020, most of the fund was allocated to interventions that could drive a green and just recovery, with a view to enhance citizens’ and businesses’ resilience to future shocks. These included: the creation and stabilization of jobs in favor of neighborhood micro-enterprises of the economic sectors most affected by the pandemic (e.g. retail, personal services, catering activities, neighborhood activities, accommodation facilities and travel agencies); innovative and socially-oriented local start-ups that can offer a concrete contribution to the relaunch of Milan by interpreting the needs, services and new needs emerged from the strategic document “Milano 2020”; support to associations and public and private bodies in the training, socio-cultural, and educational sectors for the rent of the premises under concession by the Municipality.Concurrently, the search and procurement of funding for the implementation of the Air Quality and Climate Plan continued successfully, with the assignment of international (mainly from the EU), national and regional, as well as private funds for the realization of actions in the fields of mobility, buildings energy efficiency, urban greening, water resources management, food and urban agriculture. Being located in the European Union, Milan will also benefit from the European funding of the “Next Generation EU” and “REACT-EU” programmes, which will be distributed to different implementing agencies (including cities) by the national government according to the National Plan for Recovery and Resilience (NPRR). The NPRR is based on three strategic axes (digitalization and innovation, ecological transition, and social inclusion) and has a strong focus on sustainability and inclusion.
