The municipality is located in southern Lapland and belongs to Västerbotten County. The municipality is a democratically governed organization, which means that the main responsibility for municipal activities lies with the elected politicians. Through legislation, municipalities and regions have responsibility for important societal functions. These include social care, school, planning and construction issues, health protection, sanitation and waste, water and sewage, rescue services, civil defense and library activities. Municipalities can also make decisions to perform various voluntary tasks such as leisure and cultural activities and business development. The activities are financed through municipal taxes, state subsidies and fees, and are regulated primarily in the Local Government Act. Other important laws for the municipalities are the Social Services Act, the Planning and Building Act and the Education Act. Lycksele municipality is 5,636 square kilometers in area. Lycksele has a population of 12,400 inhabitants and is a sparsely populated municipality with many small villages, however, most of the inhabitants are concentrated in the urban area. In the municipality there are two unregulated rivers, Öreälven and Vindelälven, and Umeälven a regulated river with five hydropower plants. Lycksele is a central town inland with a hospital that has the whole of southern Lapland as a catchment area. Many young people also come to Lycksele to go to high school and special school here and therefore do not have their parents in the area. Lycksele has a differentiated business life with many small and medium-sized companies, which means that the labor market is strong in the municipality. The municipality has a railway, airport and bus station, which makes Lycksele a hub for transport. Many people travel through the municipality. The traffic after E12 also largely consists of heavy transports that transport both dangerous goods, goods and foodstuffs to the entire hinterland. Motor Week, with 60,000 visitors (2018), Horse Week and Lapland Week are examples of large events that, together with the tourism industry, make Lycksele a well-visited place. Zoo, swimming park and forest museum also attract visitors to Lycksele.Since 1 January 2010, the municipality has been part of the administrative area for the Sami language. Between 1970 and 2015, the population in Lycksele municipality decreased by 17.6% compared with the entire population of Sweden, which increased by 18.0% during the same period.
