Also existing commercial farm producers such as hog raisers, poultry raisers and cattle raising which are predominant in the 70s and 80s are already moving out of the city . This is because the city is converting its agricultural land into housing areas due to increasing value of lands in the city. Hence, becoming thickly populated and curved to become a highly urbanized city in the future. With a 37 has farmlands, the realization that the city's population will be fully dependent from other nearby towns and cities in the future. The city then needs to prepare some action plans for the sustainable food supply and for the adoption of new technology of farming maximizing production of food from the remaining 37 hectares agricultural lands of the city. The posibility of adaopting vertical farming and gardening and the utilization of rooftops as food production area of the city. This intends to introduce the use of solar radiation as a source of energy in the operations of the government offices. This will be led by the City Disaster Risk Reduction and Management Office and respective offices. Procurement and deployment of e-jeepneys. This intends to introduce and deploy public utility vehicles, jeepneys, using renewable sources of energy. This intends to procure 20 units of energy-efficient and hybrid vehicles related to the mass transportation modernization program for economic enterprise (Phase 2). Waste to energy technology deployment. This intends to engage a private entity to deploy waste-to-energy (W2E) technology aligning with the solid waste management program. This intends to include adjacent municipalities of Kananga and Albuera in this initiative. Information and education campaigns on solid waste management. This initiative will be continued and expanded focusing on climate change impacts with regard to solid waste management – increasing GHG emissions, waste enhancing flood events, sustainable consumption, and production. This targets the general population through its barangay councils. Biodiversity assessment. This intends to update the current state of flora and fauna in coastal and terrestrial (particularly forest) ecosystems – its quantity and quality. This intends to identify hot spots of the adverse impact of climate change, as well as solicits for its management and development approaches. Formulation of Forest Land Use Plan. This plan intends to ensure protection of forest resources through delineation of its zones and identification of OPEN ACCESS areas for proper placement of management through community-based approach. All identified open access will be managed by LGU and the BLGUs . While the closed access timberland areas will be revisited to ensure continuous proper management by the assigned stakeholders or LGUs take over accordingly. Beach Forest Project. This intends to enhance and expand the coverage of mangroves along the coast of Ormoc Bay.
