A verdade é que as medidas de confinamento adotadas e a suspensão da maioria das atividades económicas irão certamente levar a uma queda nas emissões de gases com efeito estufa comunitárias. Enquanto Município de Braga ainda está a fazer a leitura dos dados no período da pandemia (que ainda dura no momento deste reporte), existem já evidencias da redução considerável das emissões diárias de gases com efeito estufa, por exemplo na revista Nature Climate Change onde afiram que houve uma redução e 17% a nível global. O documento inclusive se atreve a prever que as emissões anuais de 2020 serão as mais baixas desde o final da II Guerra Mundial. A questão é saber se estamos diante de uma miragem que finalizará ao mesmo tempo que a pandemia de COVID-19.Globalmente percebe-se que a ênfase na ação climática foi potenciada pela pandemia existindo um crescendo pela preocupação para melhorar as sociedades com comportamentos mais amigos do ambiente e que estas sejam promotores de maior coesão social partindo de base na ação climática. Esta perceção pode ser vista ao nível da Comunidade Europeia na sua reposta a esta crise. A União Europeia deverá investir 750 mil milhões de euros, verba à qual se soma um valor superior a um milhão de milhão de euros, proveniente do European Green Deal e a investir até 2030. Ou seja, há meios financeiros com escala – e nunca na sua história a Humanidade teve tanto conhecimento ao seu dispor. No entanto, e no que diz respeito ao Município de Braga, não houve, manifestamente, uma alteração substancial na ênfase climática. E não houve manifestamente essa ênfase pois a ação climática foi considerada como prioritária já antes da crise pandémica e colocada no topo das decisões. Por outro lado, verificou-se que existe agora uma predisposição entre as partes interessadas no Município de Braga para assuntos relacionados com a Ação Climática e a Sustentabilidade no geral (Por exemplo maior disposição nos instrumentos de financiamento). Desta forma, optamos por selecionar a opção “Aumentou a ênfase na ação climática” devido à mudança verificada no ambiente externo uma vez que internamente o Município de Braga tinha este eixo como prioritário.01/20/2022 02:27:05
