En 1984, fue declarado Patrimonio Histórico y Cultural de la Humanidad por la UNESCO. El régimen político, administrativo y fiscal fue definido mediante la Ley 768 de 2002. Su régimen como Distrito Especial se encuentra definido por Ley 1617 de 2013. Su fundación española data del año 1533. La ciudad tiene una morfología única, atractiva como medio natural de defensa en la época española, que aunada a su bahía, fortalezas y conjunto monumental le otorgaron la declaratoria de la UNESCO. La Bahía de Cartagena se encuentra hoy en el listado de las bahías más lindas del mundo, y su centro histórico (que actualmente cuenta con alto nivel de conservación arquitectónica), protegido por un cordón amurallado y fortalezas son atractivo turístico de visitantes nacionales y extranjeros. En su zona rural, en Cartagena se ubica el parque nacional Natural Corales del Rosario y San Bernardo, un archipiélago de islas con arenas coralinas y diversidad de ecosistemas marinos-costeros.
