All newly constructed or gut-rehabbed city buildings to be Net Zero Energy or Net Zero Energy-ready starting in 2026. By 2025, both Portland and South Portland will commission strategic energy management plans for all municipal facilities, including public schools as appropriate. By 2026, begin deep energy retrofits of municipal buildings, with a focus on beneficial electrification. All new buildings to be net-zero energy starting in 2030. The Cities will also assess the feasibility of instituting a required minimum energy efficiency standard for residential rentals and determine whether to proceed with such a program by 2026.The Cities of Portland and South Portland are currently in the process of establishing energy benchmarking programs. The City of Portland adopted its energy benchmarking ordinance in 2019. Currently, a very limited number of buildings benchmark their data due to issues with utility data accessibility. In One Climate Future, the City of Portland has the goal of 80%+ compliance with the benchmarking ordinance achieved within 2 years of utility data access challenges being resolved (which ideally would be achieved by 2025). The Cities are also setting off to have building performance standards identified within 2 years of fully implementing the benchmarking ordinances with requirements adopted in the following year. The Cities also have goals to have access to whole building and citywide data by 2024 and access to automated data connections by 2024.Efficiency Maine Trust is the primary administrator for statewide programs to improve energy use efficiency and reduce greenhouse gas emissions in homes and businesses throughout Maine. As currently structured, Efficiency Maine achieves these goals primarily through offering residents and businesses financial incentives to reduce the costs of high- efficiency building systems and appliances that help customers save electricity, natural gas, and other fuels. Portland and South Portland will advocate for increases in Efficiency Maine funding, an expansion of eligible programs, and adjustments in how Efficiency Maine funding is earmarked, with the goal that by 2025 Efficiency Maine spending will be equivalent to 5% of total electric sales and 2% of residential natural gas sales.01/20/2022 02:27:05
