Governance and Data Management | Governance | 1.6 | Please provide information on the overall impact of COVID-19 on climate action in your city. | 2 | Comment | 1 | Response | 2020 turned out to be not the easiest year for the implementation of the measures of the state program, since this year a high alert regime was introduced as part of the fight against the spread of coronavirus infection, which led to restrictions on the performance of work and activities. A local regulatory framework and recommendations have been developed and approved: • "A plan of urgent measures to prevent the spread of coronavirus infection"; • "Recommendations for additional sanitary and epidemiological measures to prevent the spread of coronavirus infection (COVID-19)"; • Memo with hygiene rules to reduce the risk of infection; • Regulations for conducting research for the new coronavirus infection SARS-CoV-2. There is an ongoing optimized supply of personal protective equipment to prevent and spread coronavirus infection. The restrictions introduced during the period of high alert led to events and processes that, to some extent, negatively affected the effectiveness of the implementation of state programs, preventing them from reaching 100% of targets everywhere. In particular, restrictions were imposed on the control and surveillance activities introduced in connection with the spread of the new coronavirus infection (COVID-19). On the basis of the Decree of the Government of the Russian Federation dated 03.04.2020 No. 438 "On the specifics of the implementation of state control (supervision) in 2020,However, in terms of reducing the impact on the climate, COVID-19 had a beneficial effect: for example, the passenger traffic of public transport decreased. The spread of coronavirus infection, as expected, led to an increase in the share of travel by personal transport in the total passenger traffic, compared to the period before the pandemic. At the same time, a significant proportion of employees were forced to switch to remote work, which allowed a number of organizations to determine the boundaries of the applicability of this type of work for their field of activity. The pandemic has shown that telecommuting (which reduces long-distance travel around the city) is a feasible opportunity. In addition, the desire of people to reduce contacts led to the desire to avoid crowds and the postponement of the start and end of the working day, and hence the timing of travel by public transport. This situation turned out to be favorable for the launch of a new project "Early Time", in which users boarding the metro at the most congested stations outside the "rush hour" receive a discount on fares. In addition, the number of people using forms of active mobility has increased in the summer. Thus, 2020 to a large extent allowed testing new methods of regulating passenger flows and travel needs, as well as assessing the prospects for new types of mobility, clearly showed the importance of measures to update the vehicle fleet, develop comfortable, safe and environmentally friendly public transport and active mobility. those who board the metro at the most congested stations outside the "rush hour" receive a discount on travel. Incl. the "Climate Action Plan for Moscow until 2050" was developed. | 01/20/2022 02:27:05 | ||
