As the capital of Republic of Korea, the city has over 600 years of history and one can easily experience both modern and traditional urban culture throughout the city. - The average temperature of Seoul rose by 2.1℃ for the last 100 years (1911-2010), much higher than the global average of 0.75℃. (Seoul's average temperature was 10.7℃ between 1911 and 1920, but it rose to 12.8℃ between 2001 and 2010) - Seoul has been experiencing more days with extreme weather (i.e. heatwaves, cold spells, tropical nights, etc.) and the city's average temperature is expected to rise by more than 4℃ in the late 21st century if we continue to emit greenhouse gases at current pace. - Rapid industrialization and urbanization that Seoul has experienced caused various environmental problems such as air pollution and water pollution. - In April 2007, the city announced "Eco-Friendly Energy Declaration" to set energy-saving, renewable energy and greenhouse gas emissions reduction targets. Building on the Declaration, the city announced "Climate Change Adaptation Master Plan" in April 2008. Various policies related to energy efficiency, renewable energy, transportation and waste management have been covered regarding the climate change mitigation. As for adaptation, policies related to climate disaster prevention, civil health, water management cycle and urban heat island have been included.- In 2012, the city announced energy policies under the initiative, “One Less Nuclear Power Plant (OLNPP)” to transform Seoul from energy-consuming to energy-generating city. This policy is a civic-participatory governance approach, under which citizens took the lead for energy saving in their daily lives. Focusing on energy efficiency of buildings, energy-efficient LED bulbs and renewable energy, SMG successfully reduced the city’s energy consumption by 2 million TOE by June 2014, six months ahead of schedule. The second phase of OLNPP was launched with goal of reaching 20% of the electricity self-reliance rate by 2020. With “Sustainable Energy Cycle Ecosystem” at its core, this policy took a multi-faceted approach, consisting of 88 specific projects in 4 energy policy pillars (1. Decentralized energy generating city, 2. Energy low-consuming efficient social structure, 3. Energy-related job opportunities from innovation, 4. Energy sharing community). - Seoul hosted the ICLEI World Congress in April 2015, and at the event the city announced the ‘Promise of Seoul’ which is the integrated action plan for climate mitigation and adaptation. The target of the plan is to cut GHG emissions by 40% from 2005 level by 2030. The 'Promise of Seoul' has inspired cities in Southeast Asia, (mainly those in Indonesia, Vietnam and the Philippines) to establish their own targets and action plans to lower GHG emissions. - Aligned with the era of energy transformation, Seoul Metropolitan Government has announced the "2022 Solar City Seoul Plan" to work towards the goal of reaching 860 MW solar photovoltaic capacity. The Plan includes PV panel installations on 1 million households; PV panel installations on all public buildings and land; creating PV landmarks; increasing citizen participation; and promoting the PV industry. Seoul is also aiming to increase the rate of PV power to 3% by 2022 from 0.3% in 2016. - As a long-term plan, Seoul announced the "2050 GHG reduction strategy" to implement green new deal policies. With the vision to create a sustainable city where human, nature and future co-exist, Seoul aims to achieve carbon neutrality by 2050. The strategy includes 5 main pillars: 1) Green Building; 2) Green Mobility; 3) Green Forest; 4) Green Energy; 5) Green Cycle. A taskforce team including the city government staffs as well as experts and citizens has been established to reflect comments from various sectors.01/20/2022 02:27:05
