It is an updated version of the crafted LCCAP (2014-2024). It also wraps up the entire substance of the City’s Climate Resilience Strategy (CRS) until 2030, by then, Baguio will be a 120-year-old City. The LCCAP 2020-2030 further condenses the integrated strategies of the City to address climate change across urban systems and services, encouraging active multi- stakeholders’ involvement in the implementation, monitoring and evaluation. While plan preparation maybe stirred by the City as part of the governance process, it is expected to stimulate a community driven commitment, part of the deliberate attempt towards behavioral transformation to instill long term safety and resiliency.The LCCAP 2020-2030 will become a derivative and companion plan of all vital plans required of Local Governments, i.e. the Comprehensive Development and Investment Plan (CDIP), City Land Use Plan (CLUP), the City Disaster Risk Reduction Management (CDRRMP), the Baguio City Environment Code and the new 15-Point City’s Executive-Legislative Agenda. It also emphasizes incremental adaptation over the short term that will work towards transformation in stakeholder awareness and behavior over the long term.With the new Enhanced LGU Guidebook on the Formulation of Local Climate Change Action Plan and consistent with the regular local planning and budgeting process, the LCCAP 2020-2030 will synchronize and consolidate all climate related priorities that will be submitted to the City Development Council for prioritization linked to finance and eventually endorsed to the Sangguniang Panlungsod and to the Office of the City Mayor for approval. Not to mention, that where necessary, appropriate policy adjustments shall be recommended at the end of each year to address emerging gaps.01/20/2022 02:27:05
