356085Cities 2021202110595Leeds City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope1. Governance and Data ManagementGovernance1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description2Leeds’ Best Council Plan identifies a number of priorities supporting adaptation, mostly focused on reducing flood risk. It includes:•Improving the resilience of the city’s infrastructure and the natural environment, reducing flooding and other risks from future climate change.•Increasing tree canopy•Working with the UK Environment Agency, partners and landowners on the River Aire to deliver natural measures to slow the flow of water upstream in addition to structural flood defence measures.Increasing the number of residential and commercial properties moved to a lower level of flood risk is identified as a Key Performance Indicator to measure the city’s progress. The Core Strategy 2014 (with 2019 Update) includes a water efficiency standard which limits water consumption for major residential developments to 110 litres per person per day. The Natural Resources and Waste Local Plan 2013 (Minerals Transport 2015) seeks to:Avoid locating ‘more vulnerable’ development (such as houses) in high flood risk areas by using a sequential approach to the location of development.Ensure there is no increase in the rate of surface water run-off to the existing formal drainage system from new development. For previously developed sites peak flow rates must be reduced by at least 30%. For sites which have not previously been connected to the drainage infrastructure, or watercourse, surface water run off rates must not exceed the ‘greenfield’ run-off rate (i.e. the rate at which water flows over land which has not previously been developed).Ensure climate change allowances for flood risk are planned for in the construction of new development.01/20/2022 02:27:05
