Governance and Data ManagementGovernance1.7Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action.3Explanation1ResponseLondon City Council initiated the London Community Recovery Network (LCRN), a collection of associations and organizations representing a wide cross-section of economic, institutional and community sectors including health care, education, land development, construction, manufacturing and non-profits, to collaboratively identify and deploy strategies to assist London's recovery from Covid19. The current focus of the LCRN is on establishing a recovery framework to guide efforts in the near to mid-term (1-3 years) and a key component of that framework will be climate action and sustainability. Initial discussions are underway with the network regarding the potential win-win-win opportunity available in pursuing the full value chain associated with building energy efficiency retrofits. Many service area jobs have been lost during the pandemic and may not be coming back any time soon, which presents an opportunity to transition those individuals to employment in the retrofit industry, whether that be as an energy consultant/advisor/inspector, trades related to retrofit installation or retrofit materials manufacturing. Educational institutions in London can support the transition through re-training programs and co-op placements. Home/Building owners will reap the benefits of lower energy costs and increased building comfort and the City of London will advance on its goal of becoming net-zero GHG emissions by 2050. Although discussions are at a preliminary stage currently as the framework is being developed, City Council has committed $5M to recovery efforts identified by the LCRN with the expectation that this investment will also generate substantial private investment. The LCRN is focused on economic recovery, however the additional advantages provided by embedding green and just principles in economic recovery are being considered seriously and a significant portion of people involved in the effort on the staff and member sides are championing this approach.01/20/2022 02:27:05
