Although the pandemic in 2020 did have a substantial impact on the Council's income (especially due to reduced income from fees and charges), the Council retained its public commitment to set aside £5 million to build up the climate emergency programme. The key climate governance structures and climate staff were put in place during the first half of 2020 and the team was able to make rapid progress in establishing baseline emissions, building staff awareness and capability, and developing a comprehensive programme of mitigation activity.
