Like all cities, the District had to adapt to a virtual environment but thanks to a robust rainy day fund, the District was able to continue operations without reducing staffing for climate actin. The District has advanced a number of important climate actions – both in planning for resilience, and in mitigation activities – detailed in the report below, even while pivoting to address changing needs in the community, particularly for housing, utility, and food assistance. For example, the Department of Energy & Environment (DOEE) proceeded with a final rulemaking, which took effect January 1, 2021, to set up the Building Energy Performance Standards (BEPS) targeting the efficiency of large buildings, a key step to decarbonizing our existing building stock. Additionally, DOEE released proposed rules outlining the compliance requirement for buildings that do not meet that BEPS, which reflect additional time in the compliance cycle, in response to community concerns stemming from the public health emergency. DOEE and partners are working to support buildings during this first compliance cycle, and to harness opportunities for recovery investment into supporting those residents and tenants least resourced to make improvements. With respect to transportation, the District initiated several interventions to increase the space for and safety of pedestrians and cyclists, which aligns with our long-range vision to increase walking and biking by making theses modes easier and safer. From installing three car-free lanes in priority corridors, to sowing traffic on streets and expanding pick-up and drop-off zones around businesses and restaurants, these actions have supported the District’s COVID-19 response and are aligned with our climate targets to enable and encourage more low-carbon transportation.01/19/2022 02:30:06
