A positive feedback was received as a result of the public consultation, no critical issues identified and accordingly, a fully fledged Strategic Environmental Assessment is not needed. In the preliminary study, synergies, trade-offs and co-benefits of the main mitigation and adaptation actions linked with each of the plan objectives have been identified, in terms of overall environmental impacts. Main co-benefits include improvements of citizens health and safety, reduction of water consumption and waste production, promotion of circular economy. Nevertheless, also trade-offs have been highlighted. For example, thermal energy decarbonisation through district heating (DH), including new technology developments based on waste heat recovery, will improve resources efficiency, reduce local air emissions and pollution. As a trade-off, there might be some local impacts during the construction phase of DH related infrastructures, such as air emissions and noise, which need to be carefully prevented and controlled. About installation of groundwater heat pumps, they may cause a potential impact on systems natural water, to be evaluated during the implementation phase: indeed they must be designed in such a way as not to alter the balance or prevent contamination of these natural sources.01/20/2022 02:27:05
