Limita al norte con la comuna de Viña del Mar, al sur con la comuna de Casablanca, al este con la comuna de Quilpué y al oeste con el océano Pacífico. La ciudad de Valparaíso tiene un patrón topográfico particular, en el que un numeroso conjunto de cerros converge alrededor de un llano o plan muy reducido, que equivale al 6% de la superficie del territorio urbano comunal. Lo anterior permite afirmar que Valparaíso es una ciudad construida en la pendiente, en los cerros que suman el 94% del territorio urbano. Valparaíso se ubica en la cuenca del Pacífico, frente a las costas occidentales de Oceanía y Asia, donde se encuentran puertos importantes de Nueva Zelanda, Australia, Nueva Guinea, Indonesia, Filipinas, Corea, China, Japón y Rusia. Así, dada su ubicación estratégica, se perfila territorio los que provienen del interior de América del Sur. Según proyecciones de EPV, la capacidad de carga de Valparaíso crecerá de 9 millones a 26 millones de toneladas por año, con el consecuente impacto en el medio urbano y en la infraestructura de apoyo. Por otro lado, la comuna posee un Área Urbana e Industrial que representa el 11,99% del total de su superficie, mientras que las praderas y matorrales un 40,46% y las áreas boscosas un 41,52%. El resto del total, es decir un 6,03%, incluye áreas agrícolas, áreas desprovistas de vegetación, etc.Valparaíso se encuentra ubicada a 119 Km. de Santiago de Chile, en la costa del Litoral Central del territorio Chileno Continental, en el 33º de Latitud Sur y 71º de Longitud Oeste. Valparaíso es la capital administrativa de la Región de Valparaíso y es la cabecera de una de las tres mayores regiones del país, lo que le confiere una especial gravitación política y administrativa en el ámbito nacional. Además, es sede del poder Legislativo de la Nación y Ciudad Patrimonio de la Humanidad desde el 2 de julio del 2003. La Organización de Naciones Unidas para la Educación, Ciencia y Cultura la ha distinguido como una de las nueve ciudades puerto que merecen ser conservadas, dado su valor de carácter único en el mundo: Valparaíso fue el puerto más importante del Pacífico Sur en el Siglo XIX.La Comuna de Valparaíso tiene una superficie territorial de aproximadamente 400 Km2 con una población total de 275.982 habitantes de la cual el 99% corresponde a población urbana. La densidad poblacional comunal es de 688,43 hab/Km2.La ciudad de Valparaíso tiene un patrón topográfico particular, en el que un numeroso conjunto de cerros converge alrededor de un llano o plan muy reducido, que equivale al 6% de la superficie del territorio urbano comunal. Lo anterior permite afirmar que Valparaíso es una ciudad construida en la pendiente, en los cerros que suman el 94% del territorio urbano .Población comunal: De acuerdo al censo de 1992, la comuna de Valparaíso, en el contexto de la provincia representaba al 34.9% población con 282.840 personas, situación que varió de acuerdo al censo 2002, donde se determinó para la comuna una población de 275.982 habitantes, número que representa el 31,5% del total de la provincia.Según los datos recolectados en el Censo aplicado por el Instituto Nacional de Estadísticas (INE), la comuna posee una población de 275.982 habitantes distribuidos en una superficie de 402 km², de los cuales 140.765 son mujeres y 135.217 son hombres. El porcentaje de variación intercensal entre 1992 y 2002 es de un -2,40%. Valparaíso acoge al 17,92% de la población total de la región. Un 0,30% (841 habitantes) corresponde a población rural y un 99,70% (275.141 habitantes) a población urbana.
