Localizada en el sudeste de la provincia de Santa Fe, República Argentina, en el extremo sur del continente americano. Es cabecera del Departamento homónimo, centro del conglomerado urbano denominado Área Metropolitana Rosario, y situada a 300 Km hacia el noroeste de la ciudad autónoma de Buenos Aires, Capital Federal. El ejido urbano cubre una superficie total de 178,69 km², con 120,37 km² urbanizados. Cuenta con una población cercana al millón de habitantes. Está ubicado entre los siguientes puntos extremos: Latitud: Paralelo 32º 52’ 18” Sur y 33º 02’ 22” Sur. Longitud: Meridiano 60º 36’ 44” Oeste y 60º 47’ 46” Oeste. El gobierno municipal está compuesto por un Concejo Municipal (28 concejales) y un Departamento Ejecutivo, y en su proceso de descentralización ha creado seis distritos municipales, los cuales sirven de plataforma territorial para la gestión de las políticas públicas. Es una ciudad portuaria, industrial y de servicios para una amplia región, y tiene una gran conectividad vial, un aeropuerto internacional y redes ferroviarias (básicamente, destinado para el transporte cargas). Es el núcleo de mayor peso a nivel provincial y como centro industrial, comercial y financiero asentado en el corazón mismo del país. No obstante, al igual que en la mayoría de los grandes aglomerados urbanos en Argentina, ha aumentado la desigualdad en el territorio, lo cual se evidencia entre distintos sectores de la población. Es un municipio con un escenario natural de espacios verdes urbanos que incluye grandes parques, plazas, bulevares, etc., que ocupan una superficie equivalente al 6,8% del total de la ciudad, alcanzando un índice de 12,39 metros2 por habitante. Posee un clima generalmente cálido y templado, con precipitaciones significativas, incluso en el mes más seco, hay mucha lluvia. Dada su característica ribereña y producto de su ubicación geográfica, es una localidad expuesta a crecida de arroyos, conjuntamente con lluvias intensas que pueden generar desbordes, anegamientos e inundaciones urbanas, así como pérdidas materiales y afectación de servicios públicos.Cabe destacar que la expansión urbana del área metropolitana y el aumento de las urbanizaciones ubicadas en la cercanía del arroyo Ludueña, ha provocado el incremento en los caudales de escurrimiento que impactan negativamente sobre la ciudad. Esta situación, además, afecta a la capacidad de drenaje de los conductos pluviales urbanos que descargan en sus aguas. Estas particularidades modifican la situación hídrica y se ve agravada, en los casos en que se producen fenómenos meteorológicos extremos, ocasionando una saturación del suelo tal, que las cuencas de estos arroyos no pueden absorber el excesivo caudal de aguas. Por varias décadas la gestión pública local ha ido implementando diversos procesos de reforma y modernización basado en principios de planificación estratégica, descentralización y participación ciudadana. This data is collected through the CDP-ICLEI Unified Reporting System. When using this data, please cite both organisations using the following wording: ‘This data was collected in partnership by CDP and ICLEI - Local Governments for Sustainability’.
This dataset contains a subset of the related full cities dataset, covering Climate Risk and Vulnerability Assessment and Adaptation Action questions for publicly disclosing cities in 2021. The platform is still open and the dataset is updated daily to reflect new submissions.
