| 150895 | Cities 2021 | 2021 | 43932 | Auckland Council | New Zealand | Southeast Asia and Oceania | 1. Governance and Data Management | Governance | 1.6 | Please provide information on the overall impact of COVID-19 on climate action in your city. | 2 | Comment | 1 | Response | In March 2020, the New Zealand government introduced a four-level alert system to help combat the Covid-19 pandemic. Risk and restrictions increase with increased alert levels from level one to level four, including increasing limits on human contact, travel, and business operations. Thanks to the collective effort of all New Zealanders, we have stopped the spread of the virus in our community. However, while potentially thousands of lives may have been saved, the pandemic has had seriously impacts on jobs and the economy.Auckland Council is confronting a nearly $500 million income shortfall in 2020/2021 because of the pandemic and associated lockdown. On top of that, we have had to meet an additional unbudgeted capital investment of $224 million to bring forward water infrastructure projects to deal with the worst drought Auckland has ever experienced. The Auckland Council’s Emergency Budget 2020/2021 provides funding to retain key council services and deliver a $2,570 million infrastructure programme to stimulate economic recovery, while adjusting to a severe fall in income. The Emergency Budget invests $0.9 million on foundation work for climate change actions. With its continued focus on managing the effects of climate change, the council adopted Te Tāruke-ā-Tāwhiri: Auckland's Climate Plan in July 2020. Despite the financial pressures caused by the COVID-19 pandemic, we have kept intact provisions in the Emergency Budget that will reduce the council’s own carbon emissions by 20 per cent (over the next five years) as a starting point. We are committed to working with government, our community, iwi, and businesses to ensure we all take effective action to reduce our emissions and to adapt to and manage the changes which are already occurring as a result of global warming.Climate change and the drought accelerated our investment in water infrastructure to secure our future water supply. Watercare Ltd, a Council-controlled organisation (CCO), increased its spend in water supply assets, including sourcing water from the Waikato River and Hays Creek. | 01/20/2022 02:27:05 | ||
