This plan focuses on giving people experiencing homelessness the best possible information and assistance to seek emergency shelter indoors, especially during cold weather. Information about shelter is communicated through a website, information phone line, and Facebook page. Each night during the winter, the City monitors bed capacity at existing shelter options to determine if additional emergency beds are needed. During coldest nights, total shelter utilization rate is on average 75-80%. The City has also been working closely with shelter providers to reduce barriers to shelter.
