Governance and Data ManagementGovernance1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description1In September 2018, the City Council established its first community-wide greenhouse gas emissions target and created a Climate Action and Adaptation Plan to develop strategies to achieve emissions reductions. In August 2018, the Council declared a Climate Crisis and approved new emissions goals in accordance with those set by the Intergovernmental Panel on Climate Change (IPCC): reduce carbon emissions by 45% from 2010 levels by 2030, then achieve net-zero carbon emissions by 2050.Community and Municipal Operations greenhouse gas inventories have been completed for the year 2015, and will be updated going forward on a regular basis to track progress of greenhouse gas emissions reductions. Additionally, a consumption-based greenhouse gas inventory has been completed for the Iowa City Community using the EcoCity Footprint Tool. Historical timeline:- Covenant of MayorsIn February 2016, Mayor Throgmorton signed on to the Covenant of Mayors, formerly Compact of Mayors, the world’s largest cooperative effort among mayors and city leaders to reduce greenhouse gas emissions.- In December 2016, Council approved a resolution setting a community-wide greenhouse gas reduction goal of 25-28% for the year 2025, and 80% by 2050. At the time of the commitment, this was the target the U.S. had committed to in the Paris Agreement. After the U.S. pulled out of the agreement this year, numerous cities across the country chose to uphold the commitment and targets.- In December 2017, along with over 60 other mayors, Mayor Throgmorton signed the Chicago Climate Charter specifically identifying our emissions reduction goals.- In January 2017, Council approved a resolution creating the Climate Action Steering Committee. Five of the members serve at-large and were selected by Council. The Committee is tasked with assisting the consultant selected to develop the City’s first Climate Action and Adaptation Plan, which will address emissions reduction. - Sept. 2018: The completed Climate Action and Adaptation Plan was adopted by City Council. - Sept 2019: City Council declared a Climate Crisis and accelerated emissions reduction goals.01/20/2022 02:27:05

Please also select the most relevant assets or services that are affected by the climate hazard and provide a description of the impact.12Please describe the impacts experienced so far, and how you expect the hazard to impact in the future4MARC’s 2020 Hazard Mitigation Plan notes that determining the probability of droughts is difficult and suggests a weekly probability percentage of 20 percent based only on data from the National Oceanic and Atmospheric Administration storm events database (2000-2019). And, the overall magnitude rating for drought is greater than 50%. Regional vulnerabilities to drought stem from a combination of moderate precipitation amounts and relatively short growing season (compared to other parts of the state), relatively high evaporation rates, deep soils, poor groundwater, reliance on surface water and historical occurrences (including current drought conditions). Drought will continue to impact the Kansas City region, most notably in the agricultural sector and areas of the region with high drought susceptibility. Due to the region’s general abundance of potable water via the Kansas and Missouri Rivers and alluvial wells, short-term droughts are not likely to have direct, lasting impacts on the entire region, but may have meaningful impacts on individual communities.01/20/2022 02:27:05

Governance and Data ManagementGovernance1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description2The Plan for Climate and Sustainability 2020-2030 sets a target regarding climate adaptation and biodiversity: The goal is to be well prepared for the effects of climate change by incorporating climate adaptation into municipal planning.Climate adaptation is essential to ensure that nutrient-rich surface water is handled locally, so that we avoid floods of nature, basements, roads, etc.The coast is at risk of being eroded by water levels, which will affect the environment both on land and in the water, especially the coastal settlements. The wet winters and dry summers can lead to floods and draughts, respectively, which can emit CO2 and methane, thus leading to further global warming. An Climate Adaptation Plan for Helsingør Municipality was drawn up in 2014 and is since 2019 included in the Municipal Plan. Targets include:- Integration of climate considerations into municipal planning at all levels, for instance.- Damages due to cloudbursts are prevented and reduced, for instance by separating rainwater run-off and wastewater, and by retention of the water in rural areas to avoid flooding of urban areas.- Rainwater are managed locally and with emphasis on solutions implying added values by enhancing the quality of nature, public open spaces, and recreational areas, for instance green climate streets.- Climate adaption and energy saving initiatives are involving local citizens, associations, and businesses, so they are able to contribute actively.- Municipal buildings are climate-proof and energy-efficient.- Damages due to coastal erosion and sea level rise are prevented and reduced by climate proofing coastal buildings and coastal facilities.01/20/2022 02:27:05
